Job Purpose

To implement the Bank's Environmental and Social Management System (ESMS) by conducting Environmental and Social Risk assessments, supporting integration of ESG and climate risk into the credit process, monitoring environmental and social performance across the lending portfolio, and ensuring compliance with the Bank's policies, Bank of Tanzania requirements, international standards, and development finance partner requirements. The Specialist will provide technical expertise on Environmental and Social Risk Management. The Specialist provides technical Environmental and Social Risk support throughout the credit lifecycle by conducting Environmental and Social Due Diligence (ESDD), monitoring portfolio compliance, reviewing Environmental and Social Action Plans (ESAPs), supporting Credit Committees, and ensuring environmental and social risks are effectively managed before and after loan approval.

The Specialist provides technical Environmental and Social Risk support throughout the credit lifecycle by conducting Environmental and Social Due Diligence (ESDD), monitoring portfolio compliance, reviewing Environmental and Social Action Plans (ESAPs), supporting Credit Committees, ESG reporting, climate financing, and ensuring environmental and social risks are effectively managed before and after loan approval.

The role will also support ESG governance, digitalization of E&S risk management processes, and strategic collaboration with internal business units, regulators, investors, and development partners.

Principle Responsibilities

  • Conduct Environmental and Social Due Diligence (ESDD) for lending, investment, and other credit transactions; undertake Environmental and Social Risk Categorization in accordance with the Bank's ESMS; and assess environmental, social, climate, labour, occupational health and safety, biodiversity, community health and safety, land acquisition, resettlement, and human rights risks.
  • Identify material environmental and social risks and recommend mitigation measures and Environmental and Social Action Plans (ESAPs); review Environmental Impact Assessment (EIA) reports, permits, licenses, audit reports, and other environmental and social documentation; and prepare Environmental and Social Risk Assessment reports for Credit Committees.
  • Support implementation and continuous improvement of the Bank's Environmental and Social Management System (ESMS); ensure ESG requirements are integrated into credit appraisal and approval processes; and support implementation of ESG risk management procedures, checklists, templates, and guidance notes.
  • Assist in reviewing internal policies and procedures to strengthen ESG integration; maintain Environmental and Social Risk screening tools within the Credit appraisal process; and ensure mandatory Environmental and Social Risk reviews are completed before credit approval.
  • Support integration of Environmental and Social Risk requirements into CreditPro and other Credit Management Information Systems; support digitization of Environmental and Social Risk processes; and contribute to enhancement of ESG tools and Credit Management Systems.
  • Monitor implementation of Environmental and Social Action Plans (ESAPs), covenant compliance, Environmental and Social Conditions Precedent (CPs), and Conditions Subsequent (CSs); conduct environmental and social site visits and monitoring missions; review client monitoring reports and consultant assessments; and follow up corrective actions with Relationship Managers and clients.
  • Escalate material environmental and social incidents to the Senior Manager; prepare portfolio watchlists for high Environmental and Social Risk exposures; and support annual portfolio Environmental and Social Risk reviews.
  • Conduct climate risk screening for credit applications; assess physical and transition climate risks affecting borrowers; support incorporation of climate risk considerations into Environmental and Social Due Diligence reports; and provide technical input to climate-sensitive credit transactions.
  • Maintain climate risk information for the credit portfolio; support climate-related portfolio analysis required for credit risk management; and assist in monitoring climate-related covenants and mitigation measures.
  • Maintain Environmental and Social Risk databases and monitoring systems; update ESG risk registers and portfolio dashboards; prepare periodic Environmental and Social Risk reports; and support preparation of Environmental and Social Risk reports for Credit Management, Credit Committees, regulators, and development finance partners where applicable.
  • Ensure quality, completeness, and accuracy of ESG information; liaise with Business Units, Legal, Compliance, Risk, ICT, and Operations during transaction reviews; coordinate environmental and social consultants undertaking due diligence assignments; and support engagement with development finance institutions and technical partners.
  • Participate in client meetings to explain environmental and social requirements; deliver awareness sessions on Environmental and Social Risk Management; support training programmes for Relationship Managers and Credit teams; and promote awareness of Environmental and Social Risk Management requirements among Credit, Business, and Relationship Management teams.
  • Share lessons learned and good practices from Environmental and Social Due Diligence reviews.
  • Monitor emerging ESG regulations and international standards.

Qualifications Required

  • Bachelor's degree in environmental science, Environmental Engineering, Natural Resources Management, Environmental Management, Sustainability, Climate Change, Occupational Health and Safety, Social Sciences, or a related field.
  • Professional certifications in ESG, Environmental and Social Risk Management, Sustainability, Climate Risk, or related fields (e.g., IFC Sustainability Training, GRI, ISSP, CFA ESG Investing Certificate, ISO 14001) will be an added advantage.
  • Minimum from 3 years' experience in Environmental and Social Risk Management within a commercial bank, development finance institution, financial institution, environmental consultancy, project or regulatory agency, with practical experience supporting credit appraisal, due diligence, portfolio monitoring, or project finance or related field.
  • Experience conducting Environmental and Social Due Diligence (ESDD) within a financial institution, development finance institution, consulting firm, or regulatory agency.
  • Experience working with IFC Performance Standards, Equator Principles, or other international environmental and social frameworks.
  • Experience in climate risk assessment, sustainability reporting, and ESG integration within lending and investment processes.
  • Knowledge of environmental legislation, occupational health and safety standards, labour standards, biodiversity conservation, human rights, and resettlement principles.
  • Experience in preparing risk assessment reports for credit approval processes and managing environmental and social risk monitoring activities.
