Background

Kilimo Trust (KT) is co-implementing a programme titled “Women and Youth Economic Empowerment in Fisheries through Inclusive Market Access” (WYEEFIMA). The programme is led by the Africa Continental Free Trade Area Secretariat and TradeMark Africa and funded by the Mastercard Foundation.

WYEEFIMA aims to economically empower women and youth aged 18–35 by improving their participation in cross-border fish trade.

To support implementation in Tanzania, Kilimo Trust is recruiting village-based advisors (VBAs)/trainer of trainers (TOTs) to work within assigned local communities. Qualified individuals are invited to submit an application letter and CV addressed to the Human Resource Officer, Kilimo Trust, Tanzania.

Key roles and responsibilities

The village-based advisor/trainer of trainers will:

  • Act as the primary link between the programme and communities in Mwanza, Mara, Kigoma, Tanga, Mtwara, Karatu, Kagera, Tunduma and Zanzibar regions to support engagement and job creation.
  • Mobilize and enrol women, youth, men, associations and micro, small and medium enterprises (MSMEs) in the designated digital data-collection platform, ODK.
  • Conduct last-mile training in fish post-harvest handling (PHH), food processing and value addition using agreed methods.
  • Track the volumes and value of fish and fish products traded across borders in collaboration with relevant authorities and Resident Associates.
  • Support monitoring and evaluation (M&E) activities, submit success stories and provide timely field activity reports.
  • Participate in the distribution of co-financed start-up kits, follow up with recipients and monitor enterprise development.
  • Work closely with area association partners, local leaders and district fisheries officers, and participate in trainings, workshops and stakeholder meetings.
  • Attend meetings and field activities, as well as mandatory weekly coordination calls.
  • Ensure adherence to Kilimo Trust procedures, maintain regular communication with Resident Associates, and provide community feedback and documentation.
  • Conduct pre-training and post-training assessments and submit them through ODK/KOBO.

Qualifications and experience

The ideal candidate for the village-based advisor (VBA)/trainer of trainers (TOT) role should possess the following:

  • A diploma or bachelor’s degree in fisheries, aquaculture, agriculture, agribusiness, food science and technology, or a related field.
  • A minimum of one (1) year of experience in food processing, fish inspection, farmer training, data collection, community development or field-based project implementation.
  • Proven ability to work independently and manage multiple tasks effectively.
  • Proficiency in the local languages spoken in the deployment area will be an added advantage.
  • Residence in the district or region where the VBA position is based is mandatory.
  • Qualified female candidates are highly encouraged to apply.

Duty stations and position allocation

Candidates must originate from the specified location and will be based there, working within the assigned area subject to programmatic needs and operational priorities. Preference will be given to applicants from the listed villages or districts within the respective regions.

Mwanza – Ukerewe: 1 position

Kigoma – Kigoma Mjini, Uvinza and Ujiji: 3 positions

Tanga – Mkinga: 1 position

Mtwara – Mtwara (V) and Mikindani: 1 position

Kagera – Missenyi, Muleba and Bukoba: 1 position

Tunduma – Tunduma: 1 position

Total: 8 positions

Duration and timeline

The assignment is expected to be completed within six months and is renewable upon satisfactory performance.

Reporting and supervision

The village-based advisor (VBA)/trainer of trainers (TOT) will report directly to the Program Assistant.
