Job Description
The Private Sector Engagement Expert will lead the development and implementation of Enabel Tanzania’s partnerships and private sector engagement strategy for 2026–2028. The role focuses on building strategic partnerships with businesses, development partners, government institutions, and international organizations to mobilize resources, foster innovation, and enhance the sustainability and effectiveness of Enabel’s programmes.
Responsibilities
- Design and implement Enabel Tanzania’s Partnerships Strategy (2026–2028)
- Transform partnership development into a structured, proactive, and results-oriented approach
- Identify, map, and prioritize strategic partners and funding opportunities
- Develop and maintain a strong partnerships pipeline aligned with organizational priorities
- Explore and facilitate cross-regional collaboration opportunities
- Adapt and replicate successful partnership models from Enabel’s global programmes
- Co-create partnership strategies, action plans, and monitoring frameworks with key stakeholders
- Align partnership initiatives with country priorities and business development objectives
- Lead private sector engagement activities across Enabel projects and programmes
- Support project teams in integrating private sector collaboration into programme implementation
- Promote sustainability and innovation through strategic partnerships
- Establish and strengthen partnerships with Belgian organizations, European institutions, Tanzanian businesses, and African regional partners
- Support partnership initiatives in Gender, Education, TVET, Employment, Entrepreneurship, Circular Economy, Urban Development, Port Development, Green Mobility, Agriculture, Digital Innovation, and Critical Raw Minerals
- Provide strategic support to initiatives such as Wezesha Binti and IncluCities, particularly in work-based learning, skills development, and decent work promotion
- Prepare Memoranda of Understanding (MoUs), concept notes, partnership proposals, and related documentation
- Coordinate partner due diligence processes and support partnership negotiations and agreement development
- Build and maintain strong relationships with stakeholders across the public and private sectors
- Monitor partnership implementation, evaluate outcomes, and prepare quarterly progress reports
- Lead implementation of the Country Action Plan on Partnerships
- Train staff on partnership development methodologies, tools, and best practices
- Document successful partnership models and promote knowledge sharing across programmes
Qualifications Required
- Master’s Degree in Business Administration, Economics, Development Studies, International Relations, Finance, or a related field
- Minimum of seven years of relevant professional experience
- Experience in partnership development, business development, resource mobilization, private sector engagement, or international development cooperation
- Excellent understanding of Tanzania’s private sector and business environment
- Proven experience establishing partnerships with private sector organizations, donors, development partners, and government institutions
- Experience developing partnership strategies, pipelines, and stakeholder engagement plans
- Experience conducting stakeholder mapping and partner due diligence assessments
- Demonstrated ability to manage partnership processes from identification through implementation and evaluation
- Knowledge of Market Systems Development (MSD), Private Sector Development (PSD), and Inclusive Business Models
- Experience working within multi-stakeholder and cross-sector environments is highly desirable
- Strong skills in opportunity identification, partnership structuring, negotiation, and relationship management
- Excellent strategic planning, business development, and resource mobilization skills
- Strong project coordination, monitoring, and reporting capabilities
- Excellent networking, communication, negotiation, and stakeholder engagement skills
- Ability to manage multiple partnership processes simultaneously
