Our client, The East African Crude Oil Pipeline (EACOP) is a major midstream development spanning Uganda and Tanzania. It includes the construction and operation of a nearshore Marine Tanks and Terminals (MTT) facility in Tanzania. Once completed, the EACOP Company will operate a 1,443 km electrically heated crude oil export pipeline, transporting crude oil from Kabaale–Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for export to international markets.
The IST Telecom Officer will be responsible for ensuring the availability, performance, and reliability of telecommunications infrastructure across all EACOP assets, supporting secure and efficient communications between industrial sites, logistics bases, and headquarters. Based in Tanga with regular missions across Uganda and Tanzania, the role will operate in a transversal capacity, interacting with a broad range of EACOP end users and stakeholders. The IST Telecom Officer will oversee telecom systems and services, support operational continuity, coordinate with internal and external stakeholders, and ensure that communication networks meet business, operational, and security requirements across the organisation.
Principle Responsibilities
1. Telecom Infrastructure Management
- Operate and maintain telecom networks (WAN, LAN, radio, VSAT, fiber optics)
- Ensure availability of voice and data services (VoIP, IP telephony, radio systems)
- Monitor network performance and proactively identify risks
2. Operations & Support
- Provide Level 1 and Level 2 support for telecom-related incidents
- Diagnose and resolve connectivity and communication issues
- Escalate complex incidents to vendors or central teams
3. Site Connectivity & Project Support
- Support deployment of new sites (camps, stations, pipeline facilities)
- Install and configure telecom equipment
- Ensure compliance with IT/OT standards and architecture
4. Vendor & Contract Management
- Coordinate local telecom service providers
- Monitor SLA compliance and vendor performance
- Validate technical interventions and works
5. Cybersecurity & Compliance
- Apply IT security policies (network segmentation, access control, etc.)
- Ensure compliance with company and regulatory requirements
- Contribute to IT and telecom audits
Accountability:
- The Business Systems Administrator assists the business in defining and modelling their needs, constraints, and requirements. As a functional specialist, analyzes the needs of the business lines, verifies the adequacy of the Information Systems and Technology (IST) supporting the activities of the business, and proposes innovative solutions (process and / or technical) to meet the needs in Workday and FIS.
- The Business Systems Administrator has also an operational responsibility in the delivery of the services
Requirements
- Bachelor’s degree in information technology and network
- Technical skills: IP networking (routing & switching), Telecom technologies (VSAT, LTE, radio, fiber), Network monitoring tools, Basic cybersecurity principles
- 5 to 10 years’ experience in technical specialty
- Strong field autonomy and adaptability
- Problem-solving and troubleshooting mindset
- Ability to work under pressure
- Good communication with multi-site teams
