JOB TITLE: Human Resources Associate

DURATION: 12 Months.
PURPOSE OF THE ASSIGNMENT:
To provide comprehensive, client-focused HR services that align with WFP’s strategy and operational needs. The HR Associate will contribute to both operational delivery and strategic HR initiatives, including HR analytics, employee engagement, wellness, and advisory services.
KEY ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive, nor exhaustive):
This position is based in Dar es Salaam and will report directly to the Head of HR.
HR Advisory and Client Support
- Serve as the first point of contact for HR-related guidance in CO, ensuring high-quality, timely, and accurate HR advisory services aligned with WFP policies and procedures.
- Provide technical support to managers and staff on interpretation and application of HR rules, including entitlements, performance management, contracts, and staffing requirements.
Payroll Processing
- Support the monthly payroll cycle by validating HR data, entitlements, and deductions and administer end-to-end payroll processing in line with UN regulations, rules, and HR policies, ensuring accuracy, timeliness, and compliance with internal controls., reconcile variances, and coordinate with Finance and relevant stakeholders.
- Ensure data integrity within HR systems (e.g., Workday, PASpot), address payroll-related queries, maintain payroll records and prepare reports for audit and management review.
- Ensure confidentiality of sensitive HR/payroll information and uphold the highest standards of integrity and professionalism.
HR Analytics & Reporting
- Collect, analyze, and interpret HR data (e.g., workforce composition, diversity metrics, turnover, contract modalities, performance trends) to support strategic planning, decision-making, and donor reporting.
- Produce HR dashboards, monthly/quarterly HR analytics reports, and contribute data for corporate and Country Office KPIs.
Talent Management & Onboarding
- Coordinate recruitment processes (from vacancy announcements to onboarding) and support the implementation of fair, transparent selection processes.
- Deliver comprehensive onboarding and orientation programs for new staff to promote early integration and retention.
Employee Engagement & Wellness
- Support initiatives that promote employee well-being, including coordination of wellness programs, awareness campaigns, psychosocial support activities, and work-life balance initiatives.
- Monitor engagement indicators and collaborate with relevant units to develop and implement action plans to enhance workplace culture and morale.
Performance Management & Learning
- Provide guidance and technical support during performance management cycles, ensuring timely completion of evaluations and meaningful goal setting.
- Coordinate learning needs assessments, maintain training records, and support implementation of training and development plans, including facilitating learning events.
- Facilitate internal learning sessions and knowledge-sharing activities in coordination with Head of HR and other Heads of Units.
- Support capacity-building efforts for staff and field offices, including the design and delivery of soft-skills and HR-related trainings (e.g., code of conduct, ethics, PSEA, performance management, etc.).
Diversity, Equity & Inclusion
- Promote inclusive hiring practices and support implementation of DEI initiatives in coordination with Head of HR and relevant working groups.
- Monitor workforce diverse metrics and support actions to ensure a respectful, inclusive workplace culture.
- Liaise with Respectful workplace Advisors/Focal points in CO and field offices in implementing initiatives and responding to queries and suggestions proposed.
HR Operations & Systems
- Review, enter, and maintain HR data in HRMIS systems (e.g., Workday, SAP, WINGS), ensuring data accuracy, compliance, and timely updates.
- Prepare a variety of complex HR documents (e.g., contracts, separation documents, transfers, HR letters) and ensure alignment with organizational standards
Compliance Audit and Records Management
- Support HR audits, compliance reviews, and donor reporting requirements by maintaining accurate documentation and data.
- Ensure confidential personnel records, databases, and archives are managed according to WFP data protection and recordkeeping policies.
Staff Deployment & Emergency Support
- Monitor staff movements and support emergency surge deployments and administrative actions as needed.
- Assist in workforce planning and reassignments to ensure operational continuity and effective resource allocation.
HR Communication and Change Support
Act as a change agent by supporting the implementation of new HR policies, systems, and initiatives.
Assist with internal HR communication, preparing communication materials, including policy updates, event coordination, and awareness-raising.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Completion of secondary school education. A post-secondary certificate in the related functional area. Preferably a university degree in Human Resources, Business Administration, Public Administration, Industrial and Organizational Psychology or other fields relevant to international development assistance.
Experience:
At least 6 years of progressively responsible experience in human resources, preferably within a humanitarian or development organization. Experience supporting strategic HR initiatives (e.g., analytics, engagement, wellness) is desirable.
Knowledge & Skills:
- Strong understanding of HR principles, policies, and administrative procedures.
- Proficiency in data analysis and HR metrics reporting.
- Excellent organizational and interpersonal skills; ability to work with discretion and maintain confidentiality.
- Familiarity with HRIS systems (e.g., Workday, SAP/WINGS) and office software (Excel, Word, PowerPoint).
- Strong client orientation and problem-solving skills.
- Ability to multitask and work in a dynamic, multicultural environment.
- Knowledge in preparation of PowerPoint decks, and presentation facilitation.
- Experience in driving workplace culture initiatives.
- Strong background in payroll process management.
Languages:
Fluency in both oral and written communication in English and Swahili languages.
