Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families.

Jhpiego Corporation has been providing technical support to the Ministries of Health in partner countries across the globe in a variety of technical areas including cervical cancer treatment and prevention, community health, HIV and AIDS, maternal and newborn health, health workforce capacity development family planning, malaria, and IPC/WASH.

Jhpiego Tanzania is in preparation for the startup of a donor-funded project, with a period of performance from September 1, 2026- September 30, 2026. The project will provide technical assistance, service delivery support, research, and cross-cutting health system innovations to strengthen country-led health programs. In Tanzania, the project will support the Ministry of Health and partners to improve the quality, availability, and use of high-impact maternal, newborn, child health and nutrition (MNCH-N) services, while strengthening the systems required for sustainable delivery. Targeted technical assistance will include quality improvement, health workforce capacity development, health information systems, supply chain, referral systems, and other health systems strengthening approaches that support improved outcomes for women, newborns, and children.

The project will work with the government at national and regional levels to strengthen coordination, standards, human resources for health (HRH), and oversight for MNCH-N services. The project will support high-quality, life-saving services across the continuum of care, including antenatal, intrapartum and postnatal care; essential and small and sick newborn care; child health services; and maternal, infant and young child nutrition. The project will strengthen clinical quality and provider capacity, referral and follow-up systems, routine data use and quality improvement, and community linkages to increase timely access to and continuity of high-quality MNCH-N services.

The project is seeking a program start up consultant to support the project’s start up in Tanzania for a period of one month.

Responsibilities or duties

• In collaboration with the Jhpiego’s start-up team and Jhpiego Global Team, supports program activities during start up for the Tanzania project
• Overseas and tracks start-up plan for the project
• Initiates and supports start-up activities assigned in start-up plan
• Manages the development of high-quality workplans and budgets and develops the project charter in alignment with program strategy and scope
• Provides support to country/project team based on their needs and requests; modifies and adapts processes/procedures to meet shifting needs and priorities
• Participates in start-up meetings and provides feedback to the Jhpiego Global team on start-up deliverables.
• Supports and sets up the required consultation meetings with donor, MOH, stakeholders, and partners (as required) to support collaboration to ensure project and workplan is aligned and responsive to the needs of Tanzania and aligned with donor and Government of Tanzania priorities. Take and share notes as required.
• Leads in country knowledge management processes for program documents
• Compiles the required budget inputs from various consultants and Jhpiego staff and works with the Jhpiego Finance and Operations Manager on finalize workplan budget
• Reviews Job Descriptions for the program and operations positions to be hired for the Jhpiego Tanzania project
• Participates in interviews representing programs in the recruitment and hiring of operations and administrative staff
• Support the development and engagement of vendors and supplies for any required contracts to support implementation

Required Qualifications

• Bachelor’s degree in public health or project management.
• Hands-on project management experience
• Experience working with multi-disciplinary teams, demonstrating commitment to teamwork, learning and growth, and motivating colleagues.
• Excellent communication and presentation skills for different audiences
• Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability).

Preferred Qualifications

• Excellent verbal, written interpersonal and presentation skills in English
• Competency using MS Office Suite (email, Word, Excel, PowerPoint).
• Ability and willingness to travel domestically

Experience needed

• At least 5 years’ experience managing donor-funded health programs in Tanzania, preferably including maternal, newborn, child health and nutrition (MNCH-N) programs and related health systems strengthening.
