Background

HR World Limited, on behalf of our client, we are seeking to recruit an experienced Safety Officer responsible for promoting, implementing, and monitoring Health, Safety, and Environmental (HSE) standards to ensure a safe working environment within a continuous 24/7 power generation operation.

Responsibilities

  • Conduct Risk Assessments and Job Safety Analyses (JSAs) for operational and maintenance activities.
  • Implement, monitor, and enforce Permit-to-Work (PTW) systems across the site.
  • Ensure strict compliance with Lockout/Tagout (LOTO) procedures during maintenance and operational activities.
  • Supervise lifting operations, hot work activities, and other high-risk tasks to ensure compliance with safety requirements.
  • Conduct daily site inspections and identify potential hazards and unsafe conditions.
  • Facilitate toolbox talks and safety briefings to promote safety awareness among employees and contractors.
  • Investigate incidents, accidents, near misses, and unsafe acts, and conduct Root Cause Analysis (RCA).
  • Prepare and maintain HSE reports, records, and documentation in a timely and accurate manner.
  • Monitor compliance with company HSE policies, procedures, and statutory requirements.
  • Promote and enforce a strong safety culture across all site operations.
  • Provide guidance and support to operational teams on HSE matters.
  • Participate in emergency response planning and preparedness activities.
  • Recommend corrective and preventive actions to mitigate workplace risks.
  • Perform any other duties assigned by management.

Qualifications

  • Bachelor’s Degree or Diploma in Occupational Health & Safety, Environmental Science, or Engineering (Mechanical, Electrical, or Industrial).
  • Additional HSE certification in Oil & Gas, Caterpillar, or Power Generation environments will be an added advantage.
  • Minimum of 3–5 years of HSE experience within Caterpillar, Power Generation, and/or Oil & Gas operations.
  • Proven ability to enforce safety standards and promote a strong safety culture on-site.
  • Strong reporting, documentation, and communication skills.
  • Very good command of written and spoken English.
