Background
FCDO’s Productivity for Prosperity (P4P) will be a sustainable economic transformation programme that will look to increase labour productivity and climate-resilience in Tanzania’s job-creating sectors. It will achieve this through private sector development (investment facilitation, trade facilitation and building capabilities of firms) and business environment reform (supporting proportionate and predictable regulation). P4P will also provide a single streamlined platform to support the UK’s economic and climate diplomacy in Tanzania, in partnership with CDC and the Department for International Trade.
The key responsibilities of the Political Director are outlined below. It is to be noted that these are not exhaustive and may evolve with the delivery of the programme.

Primary Responsibilities 
Relationship Management:
• Bring and/or develop strong working relationships with the programme’s contact points at all levels of the Tanzanian Government and amongst business leaders.
• Represent the programme at a national level, among senior government officials and business leaders in Tanzania.
• Manage closely relationships with stakeholders in Tanzania, including senior government officials and business leaders; and put forward FCDO’s P4P objectives at the highest level possible and throughout the duration of the programme to ensure impact.
• Act as the primary point of contact to FCDO’s Advisers on P4P’s on business environment reform, influencing and lobbying.
• Develop strong working relationships and a regular dialogue on programme progress and challenges with Palladium’s core team and the client.
• Maintain a strong working relationship with the Programme Director.

Operational Planning
• Lead on the development of a clear and coherent stakeholder engagement approach in Tanzania, in line with the programme’s strategy. This will be developed in collaboration with the Programme’s leadership, and will be reviewed on regular interval to adapt to any necessary changes.
• Plan regular and meaningful engagements with key stakeholders in the government of Tanzania and among business leaders.
• Engage relevant government officials to discuss operational planning of relevant programme activities to ensure alignment with Government of Tanzania priorities.

Programme Management
• Act as a Country Representative of the programme towards senior officials and business leaders.
• Provide guidance, oversight and quality assurance for programme activities, outputs and deliverables related to Business Environment Reform Advocacy.
• Monitor implementation progress; maintain up-to-date logs and registers; work to resolve issues, manage and mitigate risks; and escalate any issues and risks related to his engagement with political and business leaders in Tanzania.
• Develop internal/external communication material on topics related to his position, such as approach to business environment reform in the Tanzania context.
• Ensure good staff management practices including staff planning, recruitment, on-boarding, appraisal and development.
• Support the Programme Director, when relevant, in preparing high level discussions with FCDO and other relevant stakeholders.

Financial Management and Administration
Where relevant, ensure the programme provides and demonstrates Value for Money.
Where relevant, assume responsibility for consistent implementation of company Standard Operating Procedures (SOPs) and Guidelines, Security Protocols and, where applicable, recommends modifications.

Required Qualifications:
• Substantial experience in influencing and communicating with senior political and business leaders in Tanzania, notably on policy development, economic diplomacy and business environment reforms.
• Experience working with key government departments and institutions involved in investment promotion and industrial policy in Tanzania.
• Successful experience in implementing business environment reforms resulting in tangible changes.
• Very good understanding of governance, public administration and key private sector players.
• Strong expertise in building and managing programmatic relationships with high level stakeholders from government, civil society and donors.
• Experience working with donor (preferably FCDO) funded programmes.
• Strong experience in managing complex teams from different cultures.
• Understanding of UK preferential trading arrangements and sectoral knowledge.
• Significant understanding of key economic sectors in Tanzania, including agriculture.
