Our client, The East African Crude Oil Pipeline (EACOP) is a major midstream development spanning Uganda and Tanzania. It includes the construction and operation of a nearshore Marine Tanks and Terminals (MTT) facility in Tanzania. Once completed, the EACOP Company will operate a 1,443 km electrically heated crude oil export pipeline, transporting crude oil from Kabaale–Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for export to international markets.

The Port Facility Security Coordinator will be responsible for monitoring the security threat & risk environment in conjunction with Tanga Port Authorities, Tanzanian Marine Police and Government Security Forces to ensure the effective deployment and integration of security measures. The position demands strong planning, coordination and technical skills, together with a high level of safety awareness, regulatory compliance and operational discipline. The position is based in Tanzania, Tanga.

Responsibilities or duties

Principle Responsibilities

  • To be responsible for ensuring that the Port Facility Security Assessment (to be conducted by TASAC) and Terminal Facility Security Plan for the Marine Tank Terminal in Chongoleani, Tanga are prepared and submitted to the Tanzanian authorities for final approval to meet International Ship and Port Security (ISPS) requirements.
  • To oversee and deliver the integration of Maritime Security operations between land and sea assets whilst working in conjunction with the Tanga Port Authorities, Tanzanian Marine Police and Government Security Forces.
  • To provide Maritime Counter Terrorism advice and training for all parties.
  • Ensure 24/7 Maritime Security cover for anchorages, shipping channels and Load Out Facility (LOF).
  • Deliver Maritime Security Training/drills schedules and programmes to meet ISPS standards with Private Security Providers (PSPs) and Government Security Forces (GSF).
  • Carry out 6 monthly audits of the MTT, Jetty and LOF to ensure continued compliance with ISPS standards.
  • Carry out vulnerability assessments of the MTT, Jetty, LOF and offshore Maritime assets.
  • Assess maritime contractor’s performance, locations and liaison capabilities.
  • Monitor International, National laws and Maritime regulations to ensure best practice.
  • Participate in Maritime Emergency Response and Crisis Management actions.
  • Participate in all GSF training, drills and exercises.
  • Develop Maritime Security Plans plus security briefings in conjunction with the Maritime Security Contractor.
  • Investigate and record all Maritime Security Incidents and implement solutions to resolve any shortfalls.

Accountability:

To contribute to the safe and secure operation of EACOP maritime and port facility assets through:

  • Effective implementation and management of the Port Facility Security Plan (PFSP).
  • Compliance with the ISPS Code, applicable national regulations, and Company security standards.
  • Coordination of port facility security activities with government authorities, security agencies, vessels, contractors, and stakeholders.
  • Continuous assessment of security risks, threats, vulnerabilities, and implementation of appropriate mitigation measures.
  • Timely detection, reporting, investigation, and follow-up of security incidents, breaches, and suspicious activities.
  • Support to emergency preparedness, crisis response, and business continuity arrangements affecting maritime operations.
  • Delivery of security awareness, ISPS training, drills, and exercises for personnel and relevant stakeholders.
  • Timely reporting and dissemination of security information, intelligence, and compliance-related documentation.
  • Continuous improvement of port facility security performance, resilience, and regulatory compliance.
  • Protection of personnel, vessels, assets, critical infrastructure, and Company reputation through effective security governance and situational awareness.

  • Port Facility Security Officer (PFSO) Qualification: Ship Security Officer, Maritime Counter Terrorism, Experience in security / safety / port / maritime operations, Strong knowledge of port operations
  • Security & Safety: Risk assessment and analysis, Development and maintenance of security plans, Incident and emergency management, Access control implementation and supervision, Security audits and inspections
  • Organization & Leadership: Team coordination and supervision, Implementation of ISPS procedures, Reporting and liaison with authorities, Strong sense of responsibility and confidentiality
  • Knowledge of international Security best practices, i.e. ICoCa, ASIS International Protection of Assets
  • International Association of Oil & Gas Producers (IOGP) reference material, and ANSI/API STANDARD 780, International Ship and Port Facility Security Code (ISPS Code),
  • Competence in using Security Risk Assessment tools in accordance with ISO 31010:2011, threaanalysis and risk assessment (TARA),
  • In-depth knowledge and understanding of Voluntary Principles of Security and Human Rights (VPSHR) including its reference material - UN Basic Principles on the Use of Force and Firearms by Law Enforcement Officials, and the UN Code of Conduct for Law Enforcement Officials,
  • In-depth knowledge of ISO18788:2015, ISO28007-1:2015.

Experience needed

Applicants should have a minimum of 5 years of experience in similar roles within the Oil & Gas and/or construction sectors.
