Overview
Global Communities is seeking three (3) National GBV Program Officers for the anticipated World Bank and Government of Tanzania Community-Based Social Norms Change and GBV Prevention Program, part of the Project for Advancing Gender Equality (PAMOJA). Over 24 months (February 2027 – February 2029), the program will design, adapt, pilot and scale the Bandebereho couples-based GBV prevention model across 15 councils on Tanzania Mainland, through government systems.
The National GBV Program Officers provide implementation oversight across districts (estimated 5 per person) and contribute significantly to the national-level technical work: curriculum adaptation, training of trainers, and development of the national community-based GBV prevention protocol.
Key Responsibilities
- Oversee implementation quality across assigned districts through support visits to District GBV Program Officers and group facilitators, review of fidelity data and joint problem-solving with Kivulini.
- Contribute to the adapted curriculum and facilitators’ manual (English and Kiswahili) and support development of district-specific adaptation packages for each rollout wave.
- Co-design and deliver multi-tiered ToT, refresher and quality assurance training, and maintain the facilitator registry.
- Support MoCDGWSG to develop and validate the national protocol and scale-up plan, including the national validation workshop.
- Provide hands-on support to national and district government counterparts so they can manage the program independently.
- Work with the Formative Research and MEL teams to ensure findings and data inform adaptation, and consolidate lessons into briefs and quarterly reports.
Required Qualifications
- Master’s degree in Gender Studies, Sociology or a related field.
- Experience implementing at least two similar projects in the last 10 years (GBV prevention, social norms change, large-scale gender programs or community-based interventions), including World Bank or donor-funded work.
- Demonstrated experience in curriculum development or adaptation, application of adult learning principles or facilitating training of trainers.
- Proven Experience working and collaborating with government ministries, regional secretariats and Local Government Authorities in Tanzania including coordinating multisectoral stakeholders, providing technical assistance, influence decision-making processes and support government led initiatives.
- Familiarity with Bandebereho, Program P or similar couples-based models is an advantage.
- Fluency in Kiswahili and English, with strong writing skills.
