RETOMINING Investment Limited is a Tanzanian mining and development company established in 2023 and headquartered in Msamvu Area, Morogoro. The company specializes in the production and distribution of high-quality granite aggregates from its mining operations in Mikese, Morogoro.

As part of strengthening our human resources and administrative functions, we invite applications from suitably qualified, competent, experienced, and motivated Tanzanians for the position of Human Resources Officer.

Job Summary

The Human Resources Officer will support the Company’s human resources and administrative operations across its mining, quarry, transportation, logistics, and administrative units.

The successful candidate will work closely with management, supervisors, and employees to drive effective employee management, recruitment, personnel record-keeping, leave and attendance tracking, performance management, training, disciplinary handling, payroll coordination, and full compliance with Tanzanian labour laws and Company policies.

Key Responsibilities

  • 1. Recruitment, Onboarding & Offboarding
  • Support the development, implementation, and review of Company HR policies and procedures.
  • Coordinate recruitment and selection processes, including job postings, shortlisting, interviewing, reference checks, and onboarding.
  • Prepare employment contracts, appointment letters, confirmation letters, warning letters, and other HR correspondence.
  • Coordinate employee induction, orientation, and exit procedures.
  • 2. Personnel Records, Attendance & Payroll Coordination
  • Maintain complete, accurate, and strictly confidential employee personnel files and HR database systems.
  • Monitor daily employee attendance, absenteeism, leave requests, overtime, working hours, and shift schedules.
  • Collect, verify, and submit accurate payroll information to the responsible department or service provider.
  • Ensure proper maintenance of statutory employee documentation.
  • 3. Employee Relations, Performance & Discipline
  • Handle employee grievances and assist management in resolving workplace conflicts.
  • Support disciplinary procedures in strict compliance with Company policies and Tanzanian labour laws.
  • Maintain confidential records of disciplinary cases, warnings, and grievances.
  • Support probation reviews, annual performance appraisals, and performance improvement plans (PIPs).
  • 4. Training, Welfare & Compliance
  • Coordinate staff training programmes and assist in identifying employee training needs.
  • Support employee welfare, motivation, engagement, and retention initiatives.
  • Support workplace health, safety, and employee well-being initiatives in collaboration with the HSE team.
  • Prepare periodic HR reports covering headcount, recruitment, attendance, turnover, leave, training, and disciplinary metrics.
  • Liaise with relevant government authorities and institutions on HR matters when authorized.

Minimum Qualifications & Experience

  • Education: Bachelor’s Degree in Human Resources Management, HR Management and Administration, Industrial Relations, Business Administration (HR major), or a related field from a recognized institution.
  • Added Advantage: Professional membership in a recognized HR body.
  • Experience: Minimum of 3 to 4 years of relevant working experience in Human Resources.
  • Prior HR experience in mining, quarrying, construction, manufacturing, transport, or logistics sectors is highly advantageous.
  • Legal Knowledge: Strong practical understanding of Tanzanian employment and labour laws and regulatory standards.
  • Technical Skills: Proficient in Microsoft Word and Excel; experience with HR Information Systems (HRIS) is an added advantage.
  • Languages: Excellent verbal and written communication skills in both Kiswahili and English.
  • Work Flexibility: Willingness to work flexible hours, weekends, public holidays, or extended hours as operational needs demand.
