The organization works closely with government institutions, healthcare providers, and community stakeholders to improve health outcomes and strengthen service delivery systems across Tanzania.

Americares is seeking a highly qualified and experienced Technical Lead – RMNCAH to provide strategic leadership and technical oversight for the Integrated Maternal Health, Family Planning, Obstetric Fistula, and Mental Health and Psychosocial Support (MHPSS) Project in Mwanza. The successful candidate will guide the design, implementation, quality assurance, and scale-up of integrated RMNCAH interventions while strengthening health systems, improving quality of care, building local capacity, and supporting sustainable maternal and newborn health outcomes.

Responsibilities or duties

  • Provide strategic technical leadership for the design, implementation, and scale-up of integrated RMNCAH interventions, including maternal and newborn health, family planning, obstetric fistula, and perinatal mental health services.
  • Lead the development of project work plans, implementation strategies, clinical protocols, and technical guidelines.
  • Oversee the integration of obstetric fistula prevention, identification, referral, surgical care, and survivor reintegration services.
  • Guide the integration of perinatal mental health interventions within maternal and newborn health services.
  • Lead health systems strengthening and quality improvement initiatives, including facility readiness assessments, clinical audits, maternal death reviews, and MPDSR implementation.
  • Direct capacity-building activities through training, mentorship, coaching, clinical attachments, and hub-and-spoke learning models.
  • Provide technical oversight for integrated supportive supervision activities.
  • Strengthen referral systems and emergency obstetric care pathways across facility and community levels.
  • Support fistula outreach campaigns, surgical repair programs, post-operative care, and survivor reintegration initiatives.
  • Promote community engagement strategies that improve demand for quality maternal health services and facilitate early identification and referral of obstetric fistula cases.
  • Support the adoption and scale-up of innovations, lessons learned, and quality improvement approaches.
  • Strengthen the technical capacity of program staff, sub-granted CSOs, Regional and Council Health Management Teams, and healthcare providers.
  • Ensure integration of safe and accountable programming principles throughout project implementation.
  • Represent Americares in national and regional technical working groups, coordination forums, and stakeholder meetings.
  • Provide technical input into the development of policies, SOPs, guidelines, and national strategies related to RMNCAH and obstetric fistula.
  • Support accreditation efforts, including FIGO accreditation initiatives for obstetric fistula services.
  • Strengthen partnerships with government institutions, healthcare facilities, and development partners.
  • Contribute to the development of project proposals, concept notes, and strategic plans.
  • Lead periodic technical reviews, learning forums, and adaptive management processes.
  • Collaborate closely with Monitoring, Evaluation, Research, and Learning teams to ensure effective tracking of program performance indicators.
  • Promote data-driven decision-making for service delivery improvements.
  • Document program innovations, lessons learned, and best practices.
  • Support dissemination of evidence, technical reports, publications, and stakeholder presentations.
  • Ensure high-quality, timely, and accurate technical reporting.
  • Participate in meetings, workshops, training sessions, and seminars as required.
  • Maintain data confidentiality and compliance with organizational data protection policies.
  • Demonstrate and promote Americares values, organizational culture, and safeguarding principles.
  • Supervise and support staff in a manner that fosters accountability, collaboration, and performance.
  • Perform other duties assigned by the supervisor to support program and organizational objectives.

Qualifications or requirements

  • Advanced Degree in Medicine, Nursing, Public Health, or a related field.
  • Master’s Degree in Obstetrics and Gynecology, Public Health, or a related discipline is preferred.
  • Minimum of ten years of senior-level experience leading RMNCAH programs.
  • Proven experience in improving maternal and newborn health outcomes.
  • Demonstrated expertise in quality improvement approaches, including MPDSR, maternal death reviews, and facility readiness assessments.
  • Proven experience strengthening health systems and service delivery models.
  • Experience working with government health systems, referral hospitals, Regional and Council Health Management Teams, and Civil Society Organizations.
  • Strong technical leadership, mentorship, coaching, and healthcare workforce development skills.
  • Ability to translate policies, guidelines, and evidence into practical program strategies.
  • Experience integrating mental health and psychosocial support services into RMNCAH programs.
  • Familiarity with obstetric fistula prevention, treatment, rehabilitation, and reintegration services is an added advantage.
  • Strong analytical, critical thinking, and problem-solving skills.
  • Demonstrated ability to use data for program improvement and performance management.
