Currently, we are seeking suitably qualified candidates to fill in Senior Regional Technical Officer, Care & Treatment Police & Prisons (PnP) ​ in Mbeya for its EpiC project in Tanzania.

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project dedicated to achieving and maintaining HIV epidemic control by providing strategic technical assistance and delivery of lifesaving activities to achieve HIV epidemic control and promote self-reliant management of national HIV programs by improving HIV case finding, treatment programming, and viral load suppression.

Job Summary:

Provide technical support for the implementation and scale-up of integrated, high-quality HIV and Tuberculosis (TB) services across designated health facilities and community outreach platforms. This includes supporting service delivery through facility-based healthcare providers, mobile/outreach services, index testing, partner notification, HIV self-testing (HIVST), and pre-exposure prophylaxis (PrEP). Oversee and coordinate clinical service provision at the region’s level, including the management of point-of-care CD4 testing. Contributes to the development, systematization, and strengthening of referral and linkage systems for HIV and AIDS care and treatment, supply chain monitoring, as well as other related health services.

Ensure quality and compliance in the delivery of HIV counseling and testing (HTS), TB screening and referral services, HIVST, and PrEP. Provide oversight for adherence counseling services to support all HIV-positive clients, ensuring continuity of care and improved treatment outcomes

Qualifications or requirements (e.g., education, skills)

Doctor of Medicine (MD) or Nursing degree from a recognized institution.

Master’s in public health (MPH) or equivalent qualification is an added advantage.

Experience needed

Minimum of six (6) years of experience in HIV and AIDS clinical care and treatment, preferably within PEPFAR-supported programs.

Proven experience working with C H M T, health facility teams, and implementing partners to meet programmatic targets.

Demonstrated skills in data analysis, interpretation, and use for program improvement.

  • Provide technical leadership and oversight for the implementation of HIV care and treatment services in supported facilities, ensuring alignment with national HIV treatment guidelines and project targets.
  • Support timely ART initiation for newly diagnosed clients, including same-day antiretroviral treatment (ART) initiation where applicable.
  • Strengthen continuity to care strategies and monitor performance of key treatment indicators, including TX_NEW, TX_CURR, TX_RTT, and TX_PVLS.
  • Lead implementation of strategies to identify, track, and re-engage clients with interruption in treatment (IIT) to improve retention and continuity of care.
  • Provide technical support to facilities to ensure routine viral load monitoring, result utilization, and timely management of unsuppressed clients.
  • Support the implementation and scale-up of Differentiated Service Delivery (DSD) models, including Multi-Month Dispensing (MMD) and community-based ART models for stable clients.
  • Strengthen paediatric and adolescent HIV care, including early identification, ART initiation, and adherence support.
  • Support the implementation of Advanced HIV Disease (AHD) screening and management, including screening for opportunistic infections and ensuring appropriate treatment.
  • Ensure integration of TB/HIV collaborative services, including routine TB screening, timely referral for diagnosis, and provision of Tuberculosis Preventive Therapy (TPT) for eligible clients. Conduct routine clinical mentorship and supportive supervision to health care providers to improve the quality of HIV care and treatment services.
  • Support facilities to identify program gaps through routine data review and performance monitoring.
  • Lead facility-level performance review meetings to monitor progress toward PEPFAR targets and develop action plans to address performance gaps.
  • Oversee and ensure the implementation of quality improvement strategies to improve treatment outcomes, retention, and viral load suppression.
  • Support facilities to implement tailored evidence-based strategies aimed at improving paediatric, adolescent, and male treatment coverage.
  • Provide ongoing mentorship and capacity building for facility-based health care providers on HIV clinical management and implementation of national treatment guidelines and tools including standard operating procedures and job aides.
  • Collaborate with EpiC or local or national government teams to provide trainings and supportive supervision as appropriate. Facilitate technical review meetings and clinical case discussions to strengthen quality of care, technical interventions and document best practices/case studies
  • Participate in routine Regional and Council Health Management Teams (R/CHMTs) TWG and stakeholder meetings.
