Job Purpose
The Quality Assurance Manager is responsible for establishing, implementing, and overseeing the Quality Assurance and Quality Control (QA/QC) systems for the airport construction project. The role ensures that all construction activities are carried out in compliance with approved engineering designs, project specifications, regulatory requirements, and international construction quality standards. He/She will monitor construction quality, manage inspection procedures, oversee quality control teams, and ensure that all works meet the required standards for airport infrastructure projects.
Key Responsibilities
Quality Management System Implementation
- Develop and implement the Quality Assurance and Quality Control (QA/QC) framework for the project.
- Establish quality management procedures aligned with project specifications and international engineering standards.
- Ensure the quality management system is consistently applied throughout the project lifecycle.
Quality Compliance Monitoring
- Ensure all construction works comply with approved engineering designs, technical specifications, and contractual requirements.
- Monitor contractor compliance with project quality standards.
- Verify adherence to industry standards relevant to airport construction infrastructure.
Inspection and Testing Oversight
- Establish and monitor Inspection and Test Plans (ITPs) for project activities.
- Coordinate inspection activities for materials, structural works, pavement works, and airport facilities.
- Ensure materials testing and laboratory verification are conducted according to project specifications.
Review of Technical Documentation
- Review contractor quality plans, method statements, material submittals, and technical documents.
- Ensure all submitted documentation meets the required standards before approval.
- Verify that engineering drawings and design specifications are properly followed.
Non-Conformance Management
- Identify quality issues and initiate Non-Conformance Reports (NCRs) where necessary.
- Lead investigations into quality failures and defects.
- Implement and monitor corrective and preventive actions.
Quality Audits and Reporting
- Conduct regular quality audits and inspections across project sites.
- Prepare and submit quality assurance reports to the Project Manager and stakeholders.
- Maintain accurate records of quality inspections, testing results, and corrective actions.
Team Leadership
- Supervise the Quality Control team, inspectors, laboratory technicians, and field engineers.
- Provide guidance and training on quality standards and procedures.
- Ensure effective coordination between engineering teams and contractors.
Continuous Improvement
- Promote best practices in quality management within the project.
- Identify opportunities for improving quality processes and operational efficiency.
Minimum Qualifications & Requirements
- Bachelor of Science in Civil Engineering or equivalent.
- Must be a registered Professional Engineer with a recognized Engineering Regulatory Body.
- Minimum 12 years cumulative experience in civil engineering or infrastructure construction projects.
- Must have served as Quality Assurance Manager in at least one airport construction project within the last 10 years.
- Proven experience implementing quality management systems in large infrastructure projects.

- Strong knowledge of construction quality management systems (QA/QC).
- Experience with airport infrastructure construction standards.
- Ability to review engineering drawings, specifications, and technical documentation.
