Chama cha Uzazi na Malezi Bora Tanzania (UMATI) is seeking an experienced and results-oriented Program Manager (Clinic Services & HMIS) to provide strategic leadership, technical oversight, and operational management of clinic services and Sexual and Reproductive Health (SRH) programs. The role is responsible for ensuring the delivery of high-quality, evidence-based clinical services, strengthening health management information systems, and promoting data-driven decision-making across UMATI clinics and project sites.

The successful candidate will oversee clinical governance, quality improvement initiatives, health information management, program performance monitoring, staff mentorship, and compliance with national, donor, and organizational standards. The position plays a critical role in enhancing service quality, improving health outcomes, strengthening clinic performance, and ensuring efficient implementation of reproductive health programs throughout the organization.

Responsibilities or duties

  • Provide technical leadership and guidance for the implementation of Sexual and Reproductive Health (SRH) programs in accordance with national guidelines and organizational standards.
  • Conduct bi-annual quality-of-care assessments across UMATI clinics and project sites.
  • Develop, implement, and monitor quality improvement plans to enhance service delivery.
  • Oversee clinical governance systems, including adverse event reporting and corrective actions.
  • Monitor program implementation progress and address technical challenges affecting service delivery.
  • Promote adherence to clinical protocols, standards, and best practices.
  • Oversee daily clinic operations and ensure delivery of high-quality healthcare services.
  • Supervise, mentor, coach, and evaluate clinical staff performance across project sites.
  • Develop, review, and enforce clinical policies, procedures, and operational guidelines.
  • Ensure compliance with healthcare regulations, accreditation requirements, and donor standards.
  • Monitor clinic performance indicators and service delivery trends.
  • Coordinate staff training, mentorship, and professional capacity-building initiatives.
  • Address escalated patient complaints and service-related issues.
  • Conduct monthly and quarterly clinic performance and income review meetings.
  • Provide supportive supervision and technical assistance to clinic teams.
  • Ensure timely and accurate data entry into the UMATI DHIS2 system.
  • Analyze health information and service delivery data to generate actionable insights.
  • Monitor key performance indicators (KPIs) and recommend performance improvement strategies.
  • Prepare technical, operational, and donor reports within established timelines.
  • Support evidence-based planning, decision-making, and program management.
  • Document case studies, success stories, lessons learned, and best practices.
  • Collaborate with communication teams to facilitate knowledge sharing and visibility initiatives.
  • Prepare quarterly clinic performance reports for management and stakeholders.
  • Review and approve field activity requests, budgets, and retirement reports.
  • Ensure implementation of safeguarding policies for children, young people, and vulnerable adults.
  • Identify risks, implementation gaps, and operational challenges and develop mitigation measures.
  • Monitor clinic performance against established targets and strategic objectives.
  • Support financial oversight, budget monitoring, and resource utilization.
  • Promote efficient use of resources and value-for-money principles.
  • Ensure compliance with donor requirements, government regulations, and organizational policies.
  • Build and maintain effective partnerships with stakeholders, government agencies, and development partners.
  • Perform any other duties assigned by management.

Qualifications or requirements 

  • Bachelor’s Degree or Master’s Degree in Medicine, Nursing, Public Health, Health Systems Management, Epidemiology, or a related field.
  • Additional training in Health Management Information Systems (HMIS), Monitoring and Evaluation, or Epidemiology is preferred.
  • Proficiency in DHIS2 and advanced Microsoft Excel.
  • Experience using at least one statistical analysis software package.
  • Strong background in quantitative and qualitative research design and evaluation methodologies.
  • Knowledge of Sexual and Reproductive Health (SRH) programming and service delivery.
  • Strong leadership, supervision, coaching, and people management skills.
  • Excellent communication, interpersonal, and stakeholder engagement abilities.
  • Strong analytical, reporting, and problem-solving skills.
  • Ability to translate complex health data into actionable strategies and recommendations.
  • Excellent presentation, technical writing, and report preparation skills.
  • Ability to manage multiple priorities and work under minimal supervision.
  • Strong decision-making and organizational skills.
  • Ability to work effectively both independently and within multidisciplinary teams.
  • High level of professionalism, integrity, and accountability.

Experience needed

  • Minimum of seven (7) years of relevant professional experience in clinical service management, public health, health systems strengthening, HMIS, or monitoring and evaluation.
  • Experience working within NGO, donor-funded, or healthcare project environments.
  • Proven experience in health data reporting, analysis, and performance monitoring.
