The Community Wildlife Management Areas Consortium (CWMAC) is a national organization dedicated to strengthening community-based conservation and sustainable wildlife management across Tanzania. Through its support to Wildlife Management Areas (WMAs), CWMAC works to enhance governance, conservation outcomes, community livelihoods, and institutional capacity while advocating for effective management of wildlife resources and natural ecosystems.
The Monitoring and Evaluation (M&E) Officer position is a critical role responsible for leading the design, implementation, and management of the organization’s Monitoring, Evaluation, and Learning (MEL) systems. The role ensures that evidence-based decision-making is embedded throughout CWMAC’s programs by generating reliable data, measuring impact, facilitating organizational learning, supporting donor reporting, and strengthening MEL capacity among member WMAs.
Responsibilities or duties
- Design, develop, and continuously improve CWMAC’s organizational MEL framework aligned with its strategic objectives and Theory of Change
- Develop comprehensive Results Frameworks with indicators, baselines, targets, data sources, and collection methodologies
- Establish and maintain centralized systems for data management, quality assurance, accessibility, and security
- Develop and regularly update MEL plans for organizational programs and grant-funded projects
- Ensure MEL systems remain practical, efficient, and capable of generating reliable data
- Design, pilot, and maintain data collection tools, monitoring forms, surveys, interview guides, databases, and digital data collection systems
- Conduct regular field monitoring visits to member WMAs to assess implementation progress and support data collection processes
- Collect, clean, analyze, interpret, and report quantitative and qualitative data from multiple sources
- Produce performance dashboards, monthly updates, quarterly reports, and annual program reports
- Prepare MEL sections of donor reports and ensure compliance with donor reporting requirements
- Support proposal development through the provision of baseline data, impact evidence, MEL plans, and evaluation budgets
- Lead the development of the annual State of WMAs Report and related impact narratives
- Coordinate internal reviews, mid-term evaluations, end-of-project evaluations, and learning assessments
- Develop terms of reference and manage external evaluators when required
- Facilitate learning and reflection sessions with program teams, partners, and WMA representatives
- Ensure MEL findings are effectively used to improve program design and implementation
- Develop and maintain organizational knowledge management systems
- Produce learning products including case studies, policy briefs, data visualizations, and knowledge-sharing materials
- Support CWMAC’s contribution to national, regional, and international conservation learning initiatives
- Assess MEL capacity gaps across member WMAs and develop targeted support programs
- Create practical monitoring tools and guidance materials for WMA partners
- Deliver MEL training, coaching, and mentoring to WMA managers and community monitors
- Support WMAs in aligning monitoring systems with management plans, business plans, and donor requirements
- Build and support a network of WMA-level data champions
- Ensure compliance with donor requirements, organizational policies, and ethical data management standards
- Maintain complete and accurate MEL documentation and records
- Provide performance data to the Board of Trustees and Executive Committee for strategic decision-making
- Support donor audits by maintaining an auditable trail of monitoring and evaluation data and processes
Experience needed
- Minimum of 4 years of professional experience in Monitoring and Evaluation within the NGO, conservation, or international development sector
- Proven experience designing MEL frameworks, Results Frameworks, and Theories of Change
- Strong skills in indicator development, baseline establishment, and data collection planning
- Advanced proficiency in Microsoft Excel for data management and analysis
- Experience using statistical software such as SPSS, Stata, or R is an advantage
- Experience with digital data collection platforms such as KoboToolbox, ODK, CommCare, or similar tools
- Experience preparing donor reports and supporting grant proposal development
- Knowledge of MEL plans, logical frameworks, and indicator tracking systems
- Experience facilitating learning and reflection sessions with diverse stakeholders
- Excellent report writing and communication skills in English
- Working proficiency in Swahili
- Master’s Degree in Monitoring and Evaluation, Statistics, Development Studies, Conservation Science, or a related field is an added advantage
- Experience in conservation, natural resource management, or community development programs is desirable
- Familiarity with conservation-related indicator frameworks is desirable
- Knowledge of Tanzania’s WMA governance system and conservation policy framework is desirable
- Experience with Outcome Harvesting, Most Significant Change, or participatory evaluation methodologies is desirable
- Experience working with consortiums, networks, or multi-stakeholder organizations is desirable
- Familiarity with GIS or spatial data tools is an added advantage
- Strong analytical and problem-solving skills
- Excellent facilitation and stakeholder engagement abilities
- Strong organizational and project management skills
- Ability to manage multiple reporting timelines and data streams simultaneously
- Capacity-building and mentoring skills
