MAJOR RESPONSIBILITIES:
Under direct supervision of the Senior MEL Officer, the M&E/GIS Officer will be responsible for supporting M&E, GIS & remote sensing activities of projects under the Tanzania Programme, in close collaboration with Senior MEL Officer, the ESARO Regional MEL Manager and Regional Geospatial information and ROAM Officer. The MEL/GIS Officer will support the development of MEL & GIS related work plans, MEL & GIS data management, performance reports and related evaluation/appraisal tasks. S/he will ensure MEL and GIS tools are in line with the donor and IUCN Monitoring and Evaluation Policy and project guidelines and standards.
RESPONSIBILITIES:
Project Planning, Monitoring, Evaluation and Reporting;
- Support the development of monitoring tools including Performance tracking tools, data collection and data quality assurance instruments.
- Coordinate progress and performance tracking of the projects.
- Support the measurement of output, outcome and impact indicators for the Projects.
- Contribute to the development and review of quarterly and annual reports.
- Provide feedback to Project Managers on the performance of Projects based on monitoring data analysis.
- Support the planning for and execution of Projects’ Annual Reviews, Mid Term Reviews and Terminal project evaluation in accordance with donor policy.
- Assist in updating regularly the project portal in line with project requirements.
Geographic Information System;
- Assume overall responsibility for the timely and quality delivery of geospatial information related work for Tanzania Country Programme, including supporting assessments and monitoring.
- Develop a Methodological Framework for regular monitoring and updating of information on the projects and programmes implemented by IUCN Tanzania i.e. mapping and trend analysis.
- Identify key programmatic strategic priorities relevant to the current and emerging needs around GIS-linked natural resources conservation and management
- Work Closely with the IUCN-GIS expert to ensure quality programme delivery and harmonization.
Management of Compliance and Risk Management Systems;
- Support Project Managers in the development of risk management tools and assist to update project risk register on regular basis.
- Ensure monitoring of the environmental and social performance of the Projects
Others;
- Provide inputs to project concept notes, proposals, reports and publications.
- Representing IUCN at meetings as may be required
- Perform other duties as may be assigned from time to time
REQUIREMENTS
POSITION REQUIREMENTS:
Education;
- A University degree in a relevant discipline, including Geographical Information Systems and Remote Sensing, Geomatics, Geospatial Planning or any other field of study relevant to this position.
- Practical experience is designing and fielding M&E tools as well as application of GIS and remote sensing tools and software
- Good computer proficiency and maintenance skills especially in GIS
Work Experience;
- Minimum 4 years of experience of GIS spatial analysis and land-use modelling for natural resource management.
- Experience in programme/project monitoring or evaluation of natural resource management, agriculture, rural development and/or environmental conservation related projects
- Demonstrated experience in managing environmental and social safeguards at programme or project level.
- Exposure to risk management and/or willingness to obtain high-level skills on risk management
Language Proficiency;
Fluency in English and Kiswahili (both written and verbal).
