Role Overview
ATA LIAISON (T) LIMITED is seeking an experienced Human Resource Manager to lead and oversee end-to-end human resources operations. The successful candidate will align HR strategies with business goals, manage talent acquisition, drive performance management systems, oversee employee relations, and ensure full organizational compliance with Tanzanian labor laws and statutory regulations.
Key Responsibilities
1. Strategic HR & Compliance
- Formulate and implement HR strategies, policies, and initiatives aligned with company growth and performance goals.
- Ensure strict adherence to Tanzanian labor laws (including the Employment and Labour Relations Act – ELRA) and statutory mandates (NSSF, WCF, NHIF).
- Liaise with legal advisors and labor authorities when required to mitigate organizational compliance risks.
2. Talent Acquisition & Performance Management
- Oversee full-cycle recruitment, candidate screening, interviews, hiring, and structured onboarding/orientation.
- Design and manage performance appraisal systems, KPI frameworks, and professional development plans.
3. Employee Relations & Payroll Support
- Serve as the primary mediator in resolving workplace conflicts, handling disciplinary procedures, and fostering a positive work environment.
- Collaborate with the finance department on accurate payroll processing, statutory deductions, benefits administration, and leave management.
4. Training, Analytics & Records
- Conduct skills gap analyses and implement targeted employee training programs to build workforce competencies.
- Maintain complete, secure, and confidential employee records, HRIS databases, and workforce reports for executive management.

Qualifications & Requirements
Academic Qualifications
Bachelor’s Degree: Bachelor’s degree in Human Resource Management or a closely related field.
Advanced Credentials: A Master’s degree or relevant professional HR certification is an added advantage.
Work Experience Requirements
Total Experience: Minimum of 5+ years of progressive HR experience.
Management Experience: At least 2 to 3 years in a managerial or senior supervisory capacity.
Core Competencies & Technical Skills
Legal Knowledge: In-depth understanding of Tanzanian Labor Laws (ELRA) and local statutory guidelines.
Software Tools: Proficiency in HRIS platforms, payroll software, and Microsoft Office Suite (Excel, Word, PowerPoint).
Soft Skills: Outstanding leadership, negotiation, conflict-resolution, and interpersonal communication skills. History
High personal integrity and strict adherence to confidentiality in sensitive HR matters.
