Job description

DMI Tanzania has been operational since 2016 and has been implementing multiple projects to improve maternal and child health, in partnership with the Ministry of Health (MOH). DMI is currently managing a WhatsApp chatbot, named Tunza Afya Chat, focused on child and maternal health, in partnership with the Health Promotion Section of MOH.

DMI is looking for a Data Analytics Engineer to further develop the functionalities of Tunza Afya Chat and to manage chatbot data analytics. This role will manage the liaison with MOH ICT partners to prepare integration with MOH data systems, including links to MOH human helpline and community health workers, and assist with potential AI-enabled chatbot additions (thus an understanding of AI applications, risks and limitations is a benefit). The Data Analytics Engineer will work closely with DMI Tanzania’s Country Director as well as DMI UK teams, to promote and improve Tunza Afya Chat, and to ensure that its functionality is meeting both funder and strategic requirements. In order to be successful in this role, the candidate will need both strategic insights – ensuring that the chatbot efficiently provides users with life-saving information and links to health services – as well as the required technical skills to better capture and track metrics, and to diagnose and reduce drop-offs.

More specifically, the Data Analytics Engineer role will include the following responsibilities:

Chatbot Architecture & Workflow Management:

  • Manage and optimise chatbot systems workflows.
  • Capture and structure user profiles and health data.
  • Diagnose and resolve user drop-off to improve user experiences.
  • Manage WhatsApp message templates, in accordance with META policies

Data Engineering & Analytics:

  • Design and maintain data pipelines from WhatsApp API using BigQuery, SQL Developer and Looker Studio.
  • Analyse and track key metrics in user chats
  • Manage and maintain data dashboards to track key performance indicators (KPIs).
  • Proactively improve data architecture.

Partner Engagement:

  • Lead technical liaison with MOH ICT partners to prepare chatbot integration with national digital health platforms and Afya Call Centre.
  • Collaborate with DMI UK to ensure data engineering activities align with broader organisational and funder strategic aims.
  • Prepare technical scope for future AI-enabled chatbot features.

Data Governance & Privacy Compliance:

  • Ensure data management adheres to Tanzania’s Personal Data Protection Act, General Data Protection Regulation (GDPR) standards and Meta’s Business and Commerce policies
  • Implement data masking, anonymisation and security protocols of Personally Identifiable Information (PII).
  • Perform other tasks as and when required.

Person specification

Required knowledge, skills and experience

  • Bachelor’s or Master’s degree in computer science, data science, or a related field and/or advanced certification in Data Engineering (GCP/Azure) or Public Health Informatics.
  • 4+ years of practical experience in data engineering, ideally in digital health, and experience managing chatbot systems workflows.
  • Proficiency in oral/written English and Swahili.
  • Experience with chatbot and messaging platforms (including WhatsApp conversation logic, templates, approval processes, APIs, and webhook architectures), proficiency in Python and SQL, and expertise in Google Cloud Platform tools such as BigQuery and Looker Studio.
  • Experience with data interoperability across digital platforms, health information systems and CRM systems.
  • Knowledge of data governance, security, and compliance frameworks.
  • Problem-solving, analytical, and communication skills.
