OSC seeks well-qua
lified, dynamic, and collaborative applicants for a Chief of Party (COP) for the anticipated USAID Tanzania Monitoring, Evaluation and Learning Support Platform. The purpose of this contract is to holistically assist the USAID/Tanzania Mission with strategy- and activity-level performance monitoring, evaluation, and learning, including conducting data gathering and verification, data visualization (including Geographic Information Systems), data quality assessments, impact and performance evaluations, assessments, organizational learning, and collaboration among USAID’s implementing partners and DO teams. The MEL Support Platform will also implement a capacity building agenda for the mission, developing a baseline of M&E knowledge within the mission and tailoring a curriculum to provide skills development to mission staff. The activity has an anticipated period of performance of 5 years.

Position Description
The COP will provide vision and overall project leadership, oversee management of staff and consultants, work plans and other project documents, and serve as the project’s primary point of contact for USAID. S/he should have demonstrated broad management and team building experience; deep technical knowledge of monitoring, evaluation, and learning activities for international development activities; and experience in Tanzania or the region. The COP will support assessments and evaluations; DQAs, CLA events, and oversee the strengthening of MEL capabilities of USAID/Tanzania staff, local partners, and the Tanzania Government. S/he will work with the Mission’s leadership team, Program Office, technical office team leads, and other COPs managing USAID projects. This is a long-term position based in Dar es Salaam, Tanzania.
Requirements
• PhD (or a Master’s degree plus 4 additional years’ experience) in areas such as evaluation, organizational development, international development, economics, or related social science discipline
• Demonstrated knowledge of monitoring, evaluation, and/or CLA in on USAID activities
• Minimum 10 years of experience working in international development on monitoring, evaluation, and learning programs
• Progressively responsible experience managing complex donor-funded projects, including M&E; USAID experience and previous COP experience strongly preferred. At least three years of progressively responsible supervisory work experience, including direct supervision of professional and support staff
• Knowledge of USAID regulations and compliance
• Excellent oral and written English language communication skills
