ANSAF (Agricultural Non-State Actors Forum) is a member–led forum involving organizations and individuals from the commercial sector, non-governmental organizations (NGO) sector (both Tanzanian and international) and from farmers’ groups in Tanzania. It is a forum for nonstate actors to discuss and work towards solutions to improve the agriculture sector in the interests of men and women currently living in poverty. Our mission is to work with members and non-members to orchestrate collaborative efforts to influence policy and practice change on crucial issues affecting marginal, smallholder farmers (men and women) and other stakeholders through research, learning, communicating and advocacy. ANSAF has four main objectives guided by five key principles. Objectives include:
• To share and promote learning among agricultural sector actors
• To promote proven and innovative practices within the sector for wider uptake and consideration by farmers, policy makers and other stakeholders
• To develop a shared and common understanding of the challenges, threats and opportunities that the sector faces
• To develop common positions and joint actions toward influencing policies and practices that hinder the development of the sector
• To meet these objectives ANSAF and its members and other stakeholders conduct advocacy work and lobbying to ensure existence and implementation of agriculture policy and systems which works for the poor. All advocacy agendas are developed through research to ensure that they are evidence based. The target group for this advocacy is decision makers both at national and local level.
Responsibilities of the Livestock Policy officer
Policy/strategy
• Map out sector actors; identify their strengths and weaknesses for major collaboration.
• Maintain good working relationship with public officials as well as establishing collaborative mechanisms with wider stakeholders
• Clearly identify and define relevant livestock policy issues.
• Review and interpret existing policies in agriculture- with focus on livestock, evaluate options and make recommendations for new policies
• Develop factsheets on different livestock value chains for sharing with stakeholders – with interest on value addition for beef, diary, hides and skins as well as chicken products
• Develop an analysis on the main challenges and opportunities in selected livestock for small and medium scale industries and identify actors (youth, women) for engagement at various levels of value chain knots.
• Proactively participate in the livestock policy related dialogue involving ANSAF members, other stakeholders like development partners, government officials, parliamentarians’, livestock keepers, private sector and CSOs
• In collaboration with Policy & Budget analysis coordinator and Head of Media and Communication, develop policy briefs regarding the development of livestock sector in Tanzania. Also collaborate with Policy & Budget analysis coordinator in related public outreach events, relevant to the livestock industry and agribusiness in general. Produce statements, press releases, position papers and ensure production of key policies in a user friendly manner for grass root level
• In collaboration with Policy analysis coordinator, analyze agricultural sector budget and provide statements
• Conduct roundtable discussion including breakfast meetings with government officials, MPs and CSOs on livestock issues.
• Maintain up to date information/ data on the livestock marketing and policy intervention recent trend & produce statement. Develop a data-base on website using GIS for specific value chains of interest
• Develop good working relationship with peer organizations (pastoralists and livestock keepers), identify capacity gaps and link them with support initiatives; and strengthen network and alliance for advocacy work
• Evaluate policy options from an independent and objective viewpoint that takes into consideration the needs of marginal and indigenous livestock keepers and SMEs working in livestock products processing (these include traders, diary processors, hides & skins, etc)
• Ensure the production of adequate publications applicable to donor organizations as well as rural producers and their representations.
Monitoring and evaluation and finance
• Provide progress report (quarterly/ interim/ annual) for the project and maintain good rapportour with project donors through increased and professional communication
• Provide response to the management account on the project specific expenditures.
