Panagora, a prime contractor under the USAID’s EVAL-ME II Indefinite Delivery, Indefinite Quantity (IDIQ) contract is seeking an experienced Learning & Institutional Capacity Building Advisor for an anticipated Tanzania Monitoring, Evaluation, and Learning (MEL) Support Platform contract. This five-year activity will assist mission with strategy- and activity-level performance monitoring, evaluation, and learning, including conducting data gathering and verification, data visualization, data quality assessments, impact and performance evaluations, assessments, organizational learning, and collaboration among USAID and its implementing partners.
This is a long-term position based in Tanzania expected to start in mid-2022.

Duties and Responsibilities
• Lead and manage the Learning and Institutional Capacity Component including leading the activity’s learning agenda and developing the strategy for implementing USAID requests and resource needs.
• Facilitate learning sessions under the activity’s learning agenda for USAID technical activity teams.
• Design methodologies that guide learning and capacity building meetings through the use of participatory techniques.
• Lead assessments of MEL capacity for USAID and its implementing partners; design and deliver monitoring, evaluation, and learning-related trainings as needed.
• Work closely with USAID Mission staff in using CLA approaches in their work, including learning plans, communities of practice, and facilitation needs.
• Develop standard operating procedures (SOPs) for Collaborating, Learning, and Adapting (CLA) inclusion into MEL tasks, and as needed, scopes of work toward deepening and institutionalizing CLA into the work undertaken by the MEL activity.
• Design and facilitate Community of Practice (CoP) learning events made up of monitoring, evaluation and learning (MEL) specialists.
• Identify good practices for collaboration, learning and adaptation for the MEL activity and systematize lessons learned.
• Supervise long- and short-term staff engaged in CLA tasks for the MEL activity.
• Other duties as assigned by the Deputy Chief of Party or Chief of Party.

Requirements
• A minimum of a Master’s Degree in organizational learning, public policy, development administration, knowledge management, political science, international relations, or other fields closely related to international development and/or communications.
• A minimum of seven (7) years of progressively responsible professional experience in program/project development, CLA, and implementation in a developing country context, preferably with USAID projects.
• Experience working on a monitoring and evaluation activity highly preferred.
• Minimum of three (3) years of supervisory experience.
• Demonstrated success leading teams of individuals with diverse skills and interests, as well as success in mentoring and/or coaching staff in project development, project implementation, and CLA.
• Demonstrated presentation, facilitation and training skills, both online and in person, that can influence decision makers, foster organizational change strategies, with implementation occurring within a complex organizational setting. Direct experience with USAID audiences highly desired.
• Demonstrated ability and track record in strategic, systems and holistic thinking, managing resistance to change and understanding of organizational culture, learning and change management.
• Fluency in English, written and spoken
