Job scope
The proposed project by Mkojera Company Limited seeks to implement a transformative
Poultry Production Program under the East African Crude Oil Pipeline (EACOP) Livelihood
Restoration Program-Poultry Services (LRP-4). This initiative is designed to empower ProjectAffected Households (PAHs) across 231 villages in eight regions. The goal of the project is to support PAHs in improving and diversifying their livelihoods by increasing food sources and generating household income through small-scale and sustainable poultry production. The project seeks to enhance household productivity, profitability, and resilience, thereby promoting livelihood stability and improving nutritional standards for project-affected households.
To achieve the program goal, the applicants will be required to work closely with Community Animal Health Workers (CAHWs), EACOP field teams, Project-Affected Households (PAHs), vulnerable PAHs, and other stakeholders. The applicants should possess a hard-working spirit, be ethical, committed to community development, adhere to the code of conduct, and be willing to comply with Health, Safety, and Environment (HSE ) requirements.
POSITION: Field Officers/Community Relations (6 positions)
DEPARTMENT: Programme
REPORTS TO: Zonal Training and Coordination Lead
SUPERVISION: None ASSIGNMENT TYPE: Consultancy
LOCATION: Kahama, Igunga, Nzega, Kondoa, Singida, Iramba, Mkalama, Chemba.
NATURE OF ENGAGEMENT:
Consultancy based on the agreed number of days and deliverables.
Payment is based on the number of days worked as per the agreed pay day rate.
CONSULTANCY SUMMARY:
The Field Officers (FO) will be the interface between the project implementation team for the poultry production program and the affected communities along the EACOP Pipeline
Project and will be responsible for providing support to the poultry implementation team in a variety of activities.
TASKS:
Stakeholder Engagement and Social Performance
- Facilitate consultations between the project and PAHs, ensuring their active participation.
- Support Zonal Training and Coordination Leads in representing the project at project events and community meetings while maintaining consistent engagement with community leaders and group representatives, including Mtaa Chiefs.
- Support communication and coordination with different stakeholders as identified in the Stakeholders Engagement Plan.
- Maintain community awareness of poultry project implementation activities.
- Clearly explain relevant information on poultry management and livelihood restoration activities to PAHS.
- Train PAHs in entrepreneurship and marketing.
- Identify buyers of poultry products and link them with PAHs.
- Participate in the mobilization of PAHs into groups ready for training and other support.
- Identify and engage vulnerable PAHs and ensure they receive support from the services delivered by the project.
- Proven track record of engaging and supporting vulnerable households.
- Welcome and introduce external visitors to communities in a culturally appropriate manner (as other contractor teams such as LESC, IBLAC, TPDC have done).
- Support program delivery through training, input distribution, and extension visits.
- Facilitate smooth engagement between communities and external stakeholders.
Monitoring & Evaluation:
- Data collection of project-related issues.
- Ensure that reporting aligns with EACOP and Mkojera requirements.
- Share field-level success stories, case studies, and lessons learned from the project.
- Participate in review meetings to discuss performance and strategies for implementation.
- Ensure adherence to ethical data collection principles (confidentiality, informed consent)
- Identify, track, and report social risks to your immediate supervisor.
- Update the stakeholder engagement register daily as a means of tracking the stakeholders engaged and the purpose of engagement achieved.
Reporting
- Daily, weekly, and monthly to the Zonal Training and Coordination Lead.
Working conditions/environment:
- Field-based position requiring frequent travel to project sites and beneficiary farms.
- May involve occasional weekend work or extended hours during vaccination or distribution campaigns.
- Work is primarily outdoors and may involve exposure to varied weather conditions.
EXPECTED DELIVERABLES:
- Regularly updated communication logs and liaison records demonstrating continuous engagement between communities and poultry project implementation activities.
- Community consultations conducted, with attendance lists, meeting minutes, and action points documented.
- Evidence of support to Project Zonal Coordinators in representing Mkojera at events and community meetings (e.g., participation reports, briefing notes).
- Projects are consistently represented in communities, with clear records of engagements and outcomes.
SKILLS, EXPERIENCE & QUALIFICATIONS
- Fluency in English and Kiswahili (both written and spoken) is essential; fluency in other local languages, such as Maa, Kisukuma, Taturu, is essential.
- Minimum diploma in Social Sciences/ Law, or other Community Development disciplines.
- Ability to develop and maintain good relations with a wide range of stakeholders, including authorities, local communities, and CSOs/NGOs.
- Experience in stakeholder engagement, negotiation, conflict management, and liaising with community members is desirable.
- Excellent interpersonal and communication skills.
- Proven ability to communicate clearly and effectively in verbal form.
- Familiarity with computers and basic office software (word processing, spreadsheets, email).
- Ability to work independently for extended periods when required.
- Able to work effectively as part of a team.
- Ability and willingness to work in rural and remote areas.
Behavioral Skills: The consultant should have the following skills:
- Proven project management skills in a multicultural environment.
- Hands-on ability to engage directly with tasks, tools, and processes with minimal supervision.
