QUALIFICATIONS & EXPERIENCE

  • Bachelor's degree (BAC+4/5) in Telecommunications, Computer Science, Information Systems, Engineering, or a related technical field.
  • Equivalent experience may be considered.
  • Minimum of 10-14 years' experience in telecom operations, IT service management, or transformation programmes.
  • Proven experience leading Command Centers/NOCs, developing teams, improving processes, and managing large-scale operational initiatives.

CORE RESPONSIBILITIES

  • Coordinate and oversee the delivery of all programme workstreams, ensuring milestones, timelines, and deliverables are achieved.
  • Monitor programme progress, risks, and dependencies, escalating issues and blockers in a timely manner.
  • Ensure the quality and timely delivery of operational outputs, including SOPs, runbooks, dashboards, and tooling configurations.
  • Assess, develop, and track team competencies, implementing training, coaching, and knowledge transfer initiatives.
  • Establish and formalize operational processes, including incident management, escalation procedures, and performance reporting frameworks.
  • Ensure operational documentation is complete, validated, and embedded into daily operations.
  • Support the design and deployment of the regional Command Center operating model across multiple countries and hubs.
  • Coordinate operational readiness activities to enable successful programme rollout and transition.
  • Prepare governance, programme status, and steering committee reports, maintaining key programme records and decision logs.
  • Develop and maintain operational and compliance dashboards, providing visibility into performance and regulatory requirements.
  • Manage relationships with service providers and partners, ensuring deliverables, knowledge transfer, and transition activities are completed on schedule.
  • Drive successful transition to operational autonomy, ensuring processes, capabilities, and governance structures are fully established.

  • Demonstrates expertise in database administration, ITSM practices, and operational governance.
  • Applies strong knowledge of monitoring frameworks, KPI/SL management, and service performance reporting.
  • Possesses solid understanding of fintech, mobile money, and regulatory compliance environments.
  • Translates technical information into actionable business insights and operational improvements.
  • Effectively collaborates across multi-country, cross-functional, and distributed teams.
  • Builds stakeholder alignment and serves as a bridge between business and technical operations.
  • Demonstrates strong communication, coaching, organizational, and data-driven problem-solving skills.
