The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid, and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to the United Republic of Tanzania and to the East African Community (EAC), Dar es Salaam works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Tanzania government in areas that are part of the EU’s remit.

Role of the EU Delegation

The EU Delegation to the United Republic of Tanzania and the East African Community (EAC):

    • Supports Tanzania’s and EAC’s development agendas and sustainable development goals for a better life for all.
    • Provides support with a view to inclusive growth, private sector development, and job creation.
    • Promotes fundamental rights, good governance, and accountable democracy.
    • Fosters regional peace and stability, economic integration, and trade development.

Job Opportunity Overview

We are seeking a highly motivated and creative Project Officer in the field of Communication to manage and enhance the institution’s brand and public image. The Officer will be the focal point for aid-related communication and visibility matters, linking in particular the reporting on results and visibility-related initiatives.

Key Responsibilities

Communication and Publication
    • Contribute to implementing the communication strategy, creating higher visibility for the EU, under the supervision of the Head of Cooperation (and HQ INTPA02) and in coordination with the Political, Press, and Information Section (PPI).
    • Lead in defining and implementing communication strategies, campaigns, and products on EU international partnerships cooperation in Tanzania.
    • Manage and update the Delegation’s website and social media platforms to increase awareness and engagement.
    • Cultivate and maintain positive relationships with journalists and media outlets to secure positive coverage and support the EU and the Delegation’s public image.
    • Contribute to the development, design, and execution of Delegation virtual and printed assets and create or adapt contents for campaign material, whether digital or printed, jointly with colleagues from Cooperation section and in coordination with PPI.
    • Support Delegation PPI colleagues and HQ with relevant information from the cooperation section to produce press material and contribute to press briefings on the EU’s partnership with Tanzania and the East African Community (EAC).
    • Extract and disseminate best practices and present strategic communication activities and their results at workshops, seminars, conferences, and other public events; facilitate exchange of experiences.
    • Ensure strong Team Europe coordination with EU MS communication officers. Build a network of EU Member States communication liaison officers on international partnerships cooperation, in coordination with PPI.
    • Strengthen Team Europe actors’ communication efforts to enhance coherence and increase impact. Produce overview documents on EU and MS projects for Team Europe.
Program/Process/Project Management
  • Participate in the programming process for strategic communication and in general ensure coordination amongst EU funding instruments and Member States on coherent and efficient communication and visibility for EU actions.
  • Manage communication contracts and procurement, including selecting, negotiating, and monitoring the operational and contractual aspects of strategic communication and visibility requirements.
  • Act as operative initiating officer in the framework of the financial procedure for strategic communication actions.
  • Participate in field missions in the country to ensure proper coordination of strategic communication activities as needed and report on these.
  • Back-up colleague(s) according to the back-up plan.
  • Manage the strategic communication contract under the EU-Tanzania Multi-annual Indicative Programme bilateral envelope.
  • Key responsibilities include guidance and steer, central coordination, and daily interaction with contractors.
  • Supervise strategic communication and visibility activities to be implemented by contractors and implementing partners (notably specific visibility clauses), including the observance of visibility requirements.
  • Lead internal and other meetings of the cooperation section on strategic communication activities.
Information and Document Management
  • In line with administrative rules and guidance of the Commission, ensure that all official documents are registered, filed, and stored in the appropriate systems (Ares, CRIS, Opsys, Summa, or any relevant database) and can be found easily.

Upon recruitment, the successful candidate will occupy a specific job function as Project Officer in the field of Communication—this job function may be changed in accordance with the needs of the Delegation. This is a full-time employment. The post is allocated the salary Group I. The base salary will depend on relevant and verified employment experience, typically starting from TZS 7,013,008. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances, and a retirement savings plan.

The definitive salary will be determined based on the professional experience of the successful candidate. We offer a competitive position in an international environment. Minimum Requirements/Eligibility Criteria

  • Qualifications: University Degree or equivalent. Degree in Communication, Journalism, Public Relations, Marketing, or a related field / Master or equivalent.
  • Professional Experience: Minimum 3-year relevant professional experience in the area of communication and visibility. 0.5 years working experience in strategic communication, preferably in a local and/or international communication agency.
  • Knowledge of Languages: Fluent in English (level C1) and Kiswahili.
  • Knowledge of IT Tools: Microsoft Office, Excel, Outlook.

Selection Criteria

  • Qualifications: Degree in Communication, Journalism, Public Relations, Marketing, or a related field / Master or equivalent.
  • Professional Experience:
    • Experience in campaigns design and implementation.
    • Strong understanding of digital communication and social media management.
    • Experience in planning, filming, and editing short videos for social media, events, and campaigns.
    • Project management, including procurement, financial, and contract management.
    • Experience in carrying out opinion polls and/or qualitative studies methodologies.
    • Experience in media relations and techniques, including familiarity with Tanzanian media, culture, and digital trends.
  • Skills & Knowledge:
    • Strong writing, editing, and translation/adaptation skills.
    • Solid grasp of the EU’s values, development cooperation, and global strategy.
    • Ability to work independently, creatively, and diplomatically with stakeholders.
    • Proactive and adaptable team player, dynamic and eager to take up new challenges.
  • Knowledge of Languages: Excellent oral and written communication in English and Kiswahili.
