BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Common Back Office (CBO) initiative proposes to streamline key operational areas of participating agencies by harmonizing procedures and consolidating support services into one facility at the country level. This consolidation is expected to reduce duplication of functions and administrative and transaction costs, while the harmonized procedures are expected to, at the same time, increase the quality and effectiveness of these services.
The CBO unit is headed by the CBO Manager and provides common identified services in Common Procurement, Common Logistics, Common Human Resources, Common ICT, Common Finance and Common Administration (including Facility Management) to the United Nations participating entities.
This position is based in Dar es Salaam and reports to the CBO Manager.
THE ROLE
The Common Back Office for all UN entities in Tanzania is currently being rolled out in phases. The CBO unit is scheduled to roll out the next Phases of the Common Human Resources to support specific HR services lines in the category of talent sourcing and recruiting administration.
To support the delivery of the CBO initiative, this role supports the CBO Manager in rolling out agreed HR services in line with MoU and the service level agreements (SLAs) and organizational standards.
The role is expected to perform critical coordination functions between the CBO and the respective UN entities in the vacancy announcements, screening/long listing of applicants, obtaining approval for interview list, interview assessment of shortlisted candidates, verification, screening and reference checks, selectin panels and onboarding.
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):
- Support the CBO’s Human resources operational activities that are aligned to business needs of the requesting UN entities, following provisions of the MoU, standard processes, policies and SLA.
- Act as the focal person and respond to queries from focal persons from participating UN entities; provide updates and guidance on CBO policies, procedures, processes, systems and tools for talent acquisition and recruitment administration.
- Conduct straight forward data analysis under close guidance of a CBO Manager, in order to support others on Service delivery or contribute to process efficiencies and improvements.
- Develop, implement effective recruitment strategies that supports the MoU on HR services; collaborate with focal person of other UN entities in supporting the respective vacancy announcements, screening/long listing of applicants, obtaining approval for interview list, interview assessment of shortlisted candidates, verification, screening and reference checks, selectin panels and onboarding.
- Coordinate with the UN wide HR Work Group.
- Actively contribute to the HR Work Group to align HR services with the Work Group goals.
- Review HR services under BOS for transitioning to CBO.
- Analyse and improve recruitment metrics for the CBO Unit; Prepare regular reports for the participating UN entities.
Education: University degree in Human Resource and/or closely related and relevant degrees. Additional professional training in customer service highly desirable. Experience: A minimum of 6 years’ experience in similar position performing client service roles in talent sourcing and recruiting administration in a multicultural and dynamic environment. Experience Human resource management and demonstrated ability to provide tailored HR guidance, advice and support to a variety of stakeholders. Experience in using talent acquisition systems, HR recruitment metrics and analysis. Demonstrated soft skills and customer-centric approach in handling client issues to build effective relationships to support ongoing understanding of organisational context /challenges.
