Background
The Database and Systems Developer will be responsible for designing, developing, optimizing, and maintaining databases that support the collection, management, analysis, and reporting of HIV/AIDS and TB program data under the PEPFAR/CDC-supported project. The incumbent will work closely with the SI, M&E, and IT teams to ensure seamless data integration across national systems such as CTC2, CTC3, DHIS2, DATIM, HTS Tracker, Laboratory Information Systems, and other electronic data platforms. The position will play a critical role in ensuring data quality, system interoperability, and timely reporting to support evidence-based decision-making and program improvement.
KEY RESPONSIBILITIES
A. Database Design, Development, and Optimization
- Design, develop, and maintain Amref’s central and regional databases to support HIV/AIDS and TB care and treatment data management.
- Develop and maintain data structures, queries, stored procedures, and data pipelines to facilitate efficient data flow.
- Create and update database documentation, including data models, entity-relationship diagrams (ERDs), and schema diagrams.
- Ensure database scalability, reliability, and performance optimization.
B. System Integration and Data Automation
- Support integration between Amref data systems and national platforms (CTC3, DHIS2, DATIM, e-LMIS, HTS Tracker, Lab systems).
- Build and maintain dashboards and reporting tools using platforms such as Power BI, DHIS2, or web-based visualization solutions.
- Ensure smooth synchronization of data between site-level and central databases.
C. Data Quality and Security
- Implement and monitor data validation rules and integrity checks to ensure accuracy and completeness.
- Develop data backup, recovery, and security protocols in line with Amref and MOH data protection policies.
- Conduct periodic database audits to identify and resolve discrepancies or data quality issues.
D. Technical Support and Capacity Building
- Provide technical support and mentorship to field SI and M&E teams on database use and troubleshooting.
- Build capacity of regional data staff on SQL queries, report generation, and data visualization.
- Document database procedures, workflows, and SOPs for knowledge management and sustainability.
E. Reporting and Analytics
- Generate timely, accurate data extracts and reports for internal, donor (PEPFAR/CDC), and MOH reporting.
- Support data analytics to inform performance monitoring, quarterly reporting, and program evaluations.
- Contribute to preparation of MER indicator datasets and data submissions to DATIM and other reporting systems.
Qualifications
Education
- Bachelor's degree in computer science, Information Systems, Software Engineering, Data Science, or related field.
- Master’s degree in Information Technology, Data Management, or related field is an added advantage.
Professional Experience
- Minimum of 3–5 years of progressive experience in database development and management, preferably within PEPFAR/CDC or other donor-funded HIV/AIDS or TB programs.
- Strong hands-on experience with MS SQL Server, MySQL, or PostgreSQL database platforms.
- Proven experience with health information systems, especially CTC3, DHIS2, DATIM, EMR, HTS Tracker, or Laboratory systems.
- Experience developing APIs, ETL pipelines, and automation scripts for data integration.
- Familiarity with data visualization tools (Power BI, Tableau, or DHIS2 Analytics).
- Understanding of Tanzania’s health data reporting systems and standards (MOHCDGEC, NACP, NTLP).
Technical Skills
- Proficiency in SQL programming, query optimization, and stored procedures.
- Knowledge of Python, R, PHP, or .NET for database-driven application development.
- Understanding of web-based architecture and system interoperability frameworks.
- Knowledge of data security, confidentiality, and privacy best practices in handling health data.
- Familiarity with cloud databases (Azure, AWS RDS) or server administration is desirable.
