The Strategic Information and Analytics Advisor will be responsible for transforming raw data into actionable intelligence and strategic insights across the entire public health supply chain and pharmaceutical management system. This role will drive the use of data analytics, advanced modeling, and robust reporting to optimize performance, enhance decision-making, and improve the availability, accessibility, and quality of essential health commodities and pharmaceutical services. The Advisor will champion a data-driven culture, fostering continuous learning and adaptation to strengthen health outcomes.
RESPONSIBILITIES
- Develop and Implement Data Strategies: Design and execute comprehensive strategies for data collection, aggregation, analysis, and visualization across all facets of the public health supply chain, including quantification, forecasting, supply planning, pipeline monitoring, inventory management, and health commodities availability at primary healthcare facilities.
- Performance Monitoring and Evaluation: Establish robust monitoring and evaluation frameworks and indicators to track the performance of supply chain and pharmaceutical management systems. Utilize data to identify bottlenecks, inefficiencies, and areas for improvement, and recommend evidence-based solutions.
- Data Quality Assurance: Implement rigorous data quality assurance protocols to ensure the accuracy, completeness, and reliability of all supply chain and pharmaceutical management data. Develop and enforce data governance policies and procedures.
- Cross-Cutting Data Integration: Facilitate the integration of data from diverse sources, including health finance, workforce development, private sector engagement, and health governance, to provide a holistic view of system performance and identify interdependencies.
- Capacity Building and Mentorship: Build the capacity of local teams in data analysis, interpretation, and utilization for decision-making. Provide technical guidance, training, and mentorship to foster a data-literate workforce within the public health sector.
- Strategic Advisory and Thought Leadership: Serve as a subject matter expert and strategic advisor to senior leadership, government counterparts, and partners on data-driven approaches to optimize supply chain and pharmaceutical management. Identify emerging trends and opportunities for innovation in health supply chain analytics.
- Dissemination and Communication: Effectively communicate complex analytical findings to diverse audiences, including technical experts, policymakers, and program managers, through compelling presentations, reports, and data visualizations.
- Support Patient Safety and Pharmaceutical Services: Utilize data to identify trends related to pharmaceutical services and patient safety, contributing to the development of interventions aimed at improving quality and safety of health commodities.
QUALIFICATIONS
- Master’s degree or higher in Public Health, Statistics, Data Science, Economics, Computer Science, or a related quantitative field.
- Minimum of 5 years of progressively responsible experience in strategic information, data analytics, or monitoring and evaluation, with a significant focus on public health supply chains and/or pharmaceutical management.
- Demonstrated expertise in data analysis tools and software (e.g., R, Python, SQL, Tableau, STATA, Power BI, DHIS2, ERP systems).
- Proven ability to translate complex data into clear, actionable insights and recommendations for diverse stakeholders.
- Proven track record in systems Monitoring and Evaluation responsibilities, including MEL plan operationalization and donor reporting.
- Stakeholder Collaboration: Proven experience working with key stakeholders, including MoH, PORALG, and other implementing partners.
- Basic understanding of public health supply chain management principles, including quantification, forecasting, inventory management, and distribution.
- Experience with supply chain management, health finance, private sector engagement, health governance, and workforce development data is highly desirable.
- Excellent communication, presentation, and interpersonal skills, with the ability to influence and build consensus.
- Strong leadership abilities with an emphasis on building and maintaining interpersonal relationships
- Ability to manage multiple tasks, prioritize effectively, and work independently
- Demonstrated experience in providing coaching and mentorship to enhance team capabilities.
