The PMI Evolve Regional Information Technology Lead will be responsible for providing direct IT support for the Tanzania Evolve project (20%) and leading IT support for the Evolve country programs (80%) by providing oversight for other country program local IT managers. This position will be based in Dar Es Salaam, Tanzania put provide regional support through PMI Evolve’s Africa country programs.
Core Responsibilities
Tanzania Evolve site office support (20%):
- Support the project startup by working with Evolve project staff and Abt Global IT to set up a new office in Dar es Salaam. The successful candidate must reside in Tanzania. If the successful candidate does not reside near Dar es Salaam, it is expected that the candidate would be available for travel to the site during the setup phase and then 2-3 times per year thereafter to provide in-person support.
- Provide IT support to program staff including, laptop software and hardware troubleshooting in-person, by phone or using remote access tools.
- Track and process all project staff IT Support incidents, requests and tasks using the ServiceNow ticketing tool.
- Manage the project office’s network, coordinating with the ISP and Abt Global IT as appropriate.
- Manage the inventory of laptops and other IT equipment. Image, reimage, configure and join Abt laptops to the domain.
- Support the onboarding and offboarding of employees according to standard procedures.
- Provide technical support for the resolution of major outages, network or system failures such as but not limited to firewall failures, virus attacks, etc.
- Support programmatic activities providing IT guidance or support for MEL data collection activities or participating in procurement selection committees for IT or mobile data collection equipment, support program team with the use of Teams for document storage, as needed.
- Be knowledgeable of and adhere to all Abt Global IT Policies.
Global Evolve Country Program Support (80%):
- Oversee the IT components of site startups and closeouts for the global Evolve program, adhering to Abt Global standard procedures.
- Provide functional oversight for local IT managers in Evolve country offices. Organize opportunities, such as a monthly IT manager meeting, for the local IT managers to share best practices, learn about upcoming technology and cybersecurity changes and provide feedback on how technology can better support local operations.
- Provide remote IT support for Evolve staff who do not have an in-country IT manager.
- Review country IT equipment purchases ensuring all equipment meets Abt and USG contracting standards prior to purchase.
- Participate in recruitment efforts for new country IT Managers, as applicable.
- Serve as the primary liaison between Evolve program operations and corporate IT to coordinate the rollout of new technologies and cybersecurity initiatives, escalate technical issues, and communicate local program needs to ensure alignment with enterprise standards.

- Bachelor’s Degree + Two years of relevant experience, or Master’s Degree
- Bachelor’s Degree in computer science, computer programming, or another IT-related field with 2-4 years of experience OR the equivalent combination of education and experience.
- At least 4 years of relevant professional experience in IT network administration in a Windows environment, including internet access support.
- Ability to manage and provide technical oversight to junior programmers and consultants.
- The ability to work well in collaboration with executives, stakeholders, and technical advisors.
- Experience in using IT Support Ticketing Tools, ex: ServiceNow.
- Work experience in NGOs or International organizations is a plus.
- Fluency in English with fluency in French a plus.
