Job Purpose
We are seeking a diligent and legally astute Human Resources Officer to join our team. The successful candidate will be a key player in ensuring legal compliance and fostering a stable industrial relations climate. You will support the development and implementation of HR initiatives, provide expert counselling on HR policies and procedures grounded in Tanzanian law, and manage the full employee life cycle from recruitment to separation.
This role requires active involvement in managing performance, disciplinary, and grievance issues in strict accordance with the Employment and Labour Relations Act, and engaging constructively with trade union representatives.
Specific Duties and Responsibilities
- Serve as a primary point of contact for employee relations, providing advice and guidance on the interpretation of the Employment and Labour Relations Act (ELA) and other relevant labour laws.
- Actively participate in consultations and negotiations with trade union representatives, ensuring all interactions are documented and handled in accordance with the law.
- Provide expert guidance to line management on handling employee misconduct and poor performance, ensuring all disciplinary actions (warnings, hearings, terminations) are procedurally fair and legally compliant.
- Manage grievance procedures, ensuring they are resolved fairly, promptly, and in line with company policy and legal requirements.
- Ensure all HR practices, policies, and employment contracts are consistently updated to reflect changes in Tanzanian labour legislation.
- Provide recruitment, on-boarding, and off-boarding support, ensuring all processes meet legal and company standards.
- Provide day-to-day performance management guidance to line management (e.g., coaching, counseling, career development).
- Ensure accurate data management for talent analysis, succession planning, and retention within the business unit.
- Provide first-level resolution for HR queries related to payroll, benefits, and policies, escalating complex industrial relations matters to the HR Business Partner.
- Support the Learning & Development function to identify training needs, particularly on employee rights and manager responsibilities under the law.
- Promote and adhere to company SHERQ procedures, policies, and guidelines.
Job Qualification and Experience
- Essential:
- Bachelor’s degree in Human Resources Management, Law, Public Administration, or a related field.
- Demonstrable, in-depth knowledge of the Tanzanian Employment and Labour Relations Act (ELA), and the Code of Good Practice.
- Proven experience in handling disciplinary procedures, managing grievances, and dealing directly with trade unions and their representatives.
- Minimum of 2 years of work experience in a dedicated Human Resources role.
- Proficiency in MS Office Suite.
