Job Summary

The Finance Officer will provide high-level financial and grants management to support the achievement of Global Fund project goals. Working closely with the Compliance Officer and under the Grants Manager, the role ensures full financial support to project implementation, robust internal controls, compliant sub-award administration, and timely, accurate reporting to donors and stakeholders.

Main Roles and Responsibilities
    • Prepare all payment vouchers and other entries in the Navision system.
    • Write cheques/upload e-payments and maintain an updated cashbook (receipts, payments, bank deposits/withdrawals).
    • Track weekly payments in collaboration with Procurement/Administration.
    • Maintain an orderly filing system for all finance documents with complete supporting documentation and easy retrieval.
    • Ensure supporting documents are stamped “PAID” prior to second signatory.
    • Assist the Grants Manager in preparing and submitting monthly donor reports.
    • Serve as cash management and mobile money focal person.
    • Implement and monitor internal controls.
    • Verify monthly payroll.
    • Perform monthly bank and other balance reconciliations.
    • Conduct program/activity spot checks (in person or by phone) with the Compliance team.
    • Provide mentorship and capacity building to staff.
    • Review payment requests and electronic funds transfers.
    • Assist with audits/financial reviews.
    • Support preparation for statutory and Global Fund/other donor audits.
    • Work with the Grants Manager to prepare monthly burn-rate/status reports.
    • Prepare GL entries in the Navision system.
    • Coordinate monthly verification of inventory lists and insurance status.
    • Ensure compliance with Government of Tanzania statutory requirements.
    • Strengthen partners’ capacity to develop compliant sub-contract and sub-grant award documents.
    • Support partners to administer the full lifecycle of sub-award management activities.
    • Perform other duties as assigned.
Qualifications & Experience
  • Education: Bachelor’s degree in Finance and/or Accounting (required); MSc in Business Administration or equivalent (desirable).
  • Experience: At least 5 years’ relevant experience in the Tanzanian NGO sector managing sub-grants funded by the Global Fund or other international donors.
  • Experience in sub-award design and administration and donor funds administration.
  • Understanding of local contract and procurement law.
  • Strong knowledge of donor auditing requirements and demonstrated financial oversight of agreements/programs.
  • Solid knowledge of Global Fund and other donor regulations applicable to agreements administration.
Core Competencies & Skills
  • Strong planning and time-management skills.
  • Excellent written and oral communication skills, including presentations.
  • Strong understanding of budgeting and cost control.
  • Proficiency with common desktop applications; knowledge of Navision accounting software.
  • Strong analytical skills for financial reviews and quantitative analysis.
  • Ability to build effective relationships with donors, government counterparts, and partners.
  • Sound business judgment; ability to prioritise and manage multiple complex tasks.
  • Excellent computer skills (Excel, Word, Outlook); graphic/web design a plus.
Additional Information
  • Anticipated Starting Date: 1st November 2025
  • Type of Position: Full-time
  • Duration: 1-year contract (renewable subject to performance and funding availability)
