Project Overview

The purpose of the NextGen Ugavi Bora, Afya Bora activity is to strengthen Tanzania’s public health supply chain and pharmaceutical services to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities. NextGen Ugavi Bora, Afya Bora activity must work to develop the capacity of local systems, institutions, and individuals to sustainably manage supply chains, for both donor-procured health commodities and those procured through national/local systems, and to strengthen local pharmaceutical management systems, including quality pharmaceutical services and national regulatory systems

Job Summary

The staff will provide technical support to NASHCOP in ensuring continuous availability and efficient management of HIV/AIDS commodities and related supply chain systems, while also contributing to workforce capacity building, demand planning and supply chain system strengthening as per the NextGen UBAB Project goal and objectives. This position will be seconded to the National AIDS, Sexually Transmitted Infections and Hepatitis Control Program (NASHCoP) in Dodoma and reports dually to the Co-Program Pharmacist (NASHCoP) and the Supply Chain System Strengthening Lead for Ugavi Bora, Afya Bora.

RESPONSIBILITIES

Commodity Security & Quantification

  • Coordinate and ensure timely availability of quality HIV commodities and services at all levels.
  • Preparing for and executing quantification exercises of HIV/AIDS commodities, and advocating for best practices in forecasting and supply planning
  • Participate in Bottom-up Quantification (BUQ) and supply chain review exercises.

Procurement & Supply Planning

  • Contribute to proposal writing for procurement of ARVs and other HIV commodities.
  • Provide timely procurement and pipeline updates for commodities procured through PEPFAR and other donor funding.
  • Perform pipeline analyses, monitor in-country supply levels to identify potential supply plan challenges, and develop recommendations to address them
  • Advise on reprogramming of funds based on supply plan actualization and observed gaps.
  • Ensure timely updates and submissions of HIV/AIDS commodities supply plans databases to stakeholders.
  • Review and analyze supply chain implications of product selection and changes in testing, treatment, and care guidelines, and adjust supply plans accordingly.

Policy, Systems & Guidelines

  • Collaborate with regional, district, and implementing partners in the development and review of:
  1. National guidelines
  2. Training packages
  3. Strategic and operational plans
  4. HIV logistics electronic systems and tools
  5. Assessment instruments for monitoring and evaluation
  • Ensure supply chain activities are implemented in a timely manner and promote rational use of medicines.
  • Support continuous improvement of HIV commodity data management systems.

Capacity Building & Technical Support

  • Build the capacity of healthcare workers and implementing partners on the HIV logistics system.
  • Strengthen skills in demand planning, supply chain management, and use of electronic logistics tools.

Monitoring & Reporting

  • Develop and maintain feedback mechanisms to disseminate approved ARV stock status reports, including pediatric formulations, to all levels of the health system and partners.
  • Track and report on supply chain performance indicators and share updates with NASHCOP and UBAB.
  • Perform any other related duties as may be assigned by NASHCOP or UBAB in line with the above areas of support.

QUALIFICATIONS

  • Qualification in Bachelor of Pharmacy, or other Public Health professions
  • Experience with national quantifications for malaria, HIV/AIDS, and tuberculosis (TB)
  • Data analysis and data management skills
  • Advanced skills in Excel are highly desirable
  • Experience in and knowledge of leading practices in quantification
  • Knowledge of health supply chains in Tanzania
  • Ability to coach and mentor public sector stakeholders to conduct forecasts and quantifications
  • Experience with QAT, Pipeline, Quantimed and QuanTB preferred.
  • Experience working with the Government of Tanzania and other NGOs preferred.
  • Ability to prepare and present information related to commodity availability
  • Ability to work independently and on a team
  • Previous work experience with USG-funded projects is desirable.
  • Proficiency in common computer packages (eg.Word, PowerPoint, Excel) relevant to the work.

LANGUAGE: Excellent written and verbal English.

TRAVEL REQUIREMENTS:Able to travel in-country to support technical activities as required, and able to travel internationally to attend training and/or conferences as needed.

WORK AUTHORIZATION: Applicants for this position must be eligible to work in Tanzania without visa sponsorship now or in the future.
