Position Details
The Research Monitoring and Evaluation Lead will play a key role in supporting Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) Tanzania’s projects. These include supporting of implementation of program research, monitoring and evaluations using routinely documented data as well as data collected under IRB approved protocols where appropriate. The incumbent will be responsible for data quality assessment (data compliance) and data collection according to standard procedures but is also expected to contribute innovative ideas and approaches to improve the accuracy and efficiency of data collection and verification activities He/she will collaborate closely with the R/CHMT, Facilities’ staff, and the Technical team to monitor and report all project indicators, ensuring they are delivered within scope, on schedule. And within the approved Budget.
Together with the Program team, he/she will work to strengthen the EGPAF digital health system and lead its roll-out across the region. Given the technical nature of our work, he/she will participate in the design process of digital systems, working closely with program partners and the Government of Tanzania to understand and document needs. This role will position EGPAF Tanzania as a leader in ending pediatric AIDS and driving improvements in HIV and TB services for children, adolescents, and their families.
What can you expect in this role?
- Leverage EGPAF Tanzania’s programmatic and research expertise to position the organization as a thought leader in ending AIDS in children.
- Responsible for ensuring all data management activities essential for routine program, data monitoring, reporting, and utilization are completed in the assigned region including designing tools, responding to data inquiries from the program team and donors (through management), performing basic data analysis, creating data visualizations, presenting findings, and applying data for performance improvement strategies.
- To plan organize and contribute in conceptualization of evaluation studies relevant to the program.
- To develop and/or contribute in study protocols to answer relevant research questions.
- Develop and review data collection tools and to address evaluation study objectives
- Contribute in the development of statistical analysis plans of evaluation studies.
- Contribute write up of abstracts and manuscripts to disseminate programmatic key lessons.
- To lead the Regional M&E Team and ensure they are all capacitated in all required routine M&E activities, and coordinate all M&E Regional Tasks.
- To support the development of staff training in the use of data collection or documentation tools.
- To be the Regional M&E focal person in ensuring that the entire Regional data request passes through him/her for approval.
- To organize and provide technical support to other Regional Technical Teams in matters related to M&E, both to project staff and to Health providers at the facility and community level.
- To plan, organize, and oversee all Data Review Meetings within the Region for all Project Staff and those done with program staff with other Stakeholders.
- To respond to all Regional Data queries and Regional Data requests.
- Oversee and ensure the availability and proper use of national and program data, as well as M&E recording and reporting tools.
- Work in collaboration with project office personnel, facility data clerks, and CHMT focal persons to provide accurate and timely data for weekly, monthly, and quarterly reports as per set guidance.
- Support routine implementation of Data Quality Assessments/Reviews following program and national standards, disseminate findings, and monitor over time
- Demonstrate in-depth understanding and practice use of health information systems such as the CTC2 electronic HIV patient database, HTS module, Pharmacy database, MTUHA paper-based documentation and reporting, DHIS2, DATIM to mention some.)
- Participate in the external meeting, programmatic workshops concerning M&E, QI, and other project activities as directed. This includes collaborating with PORALG, MOHCDGEC (NASHCoP and NTLP) to ensure the complementarities of M&E activities as needed.
Qualifications
To be successful, you will have:
- A bachelor’s degree in health informatics, Statistics, Epidemiology, Public Health, Social Sciences, or related fields, with a focus on data management and analysis. MPH, Biostatistics, Data Science, Epidemiology, Monitoring and Evaluation is an added advantage.
- At least 5 years of proven experience in supervising and monitoring the implementation of HIV/AIDS, TB activities at health facility and/or community level including data collection, analysis, and reporting.
- Experience and understanding of the health system in Tanzania and the community structure required for the implementation of the integrated health program.
- Prior experience working as a researcher in dedicated research organization or within programmatic settings.
- Excellent oral and written skills, including report preparation and presentation.
- Good computer skills, including MS Office and internet/email.
- Experience working in a multidisciplinary team.
- Experience in publishing paper in conferences or journals.
- Have critical thinking and practical in analysis with ability to work under minimum supervision.
- Methodical and organized, and know how to work within the guidelines and deadlines.
- Have a spirit of creativity and the ability to navigate around challenges.
- Experience working with national/international NGOs and public sector institutions, including the Ministry of Health.
Bonus points if you have:
- Previous experience in a similar position in an international organization,
- previous experience in designing study protocols, conducting program evaluation and/or epidemiol
