Job Summary
The Project Manager – Fiber Operations is responsible for providing leadership, management, and technical direction across all assigned fiber maintenance activities. Reporting to the Chief Operating Officer (COO), the role oversees Site Engineers, ensures service quality, manages resources and costs, and maintains strong client and stakeholder relationships while meeting operational and performance targets.
Key Responsibilities
1. Leadership & Operations Management
- Provide leadership, management, and technical direction for all assigned maintenance activities.
- Manage and supervise a team of Site Engineers, ensuring effective execution of preventive and ad-hoc maintenance works.
- Organize and implement maintenance activities to meet targeted objectives and service levels.
- Prepare work plans, assign tasks, monitor workflows, and evaluate work outputs and procedures.
- Clearly communicate departmental goals and support Site Engineers in achieving them.
2. Technical Oversight
- Lead all technical functions related to fiber maintenance activities, including design review and work-order preparation.
- Interpret maintenance specifications, scopes, drawings, quantities, and variations, and report findings to the COO with recommended actions.
- Provide technical advice, guidance, and problem-solving support to Site Engineers.
- Be available to resolve technical issues and establish best practices across maintenance teams.
- Ensure scientific and technical quality, accuracy, and compliance with defined service standards.
3. Client & Stakeholder Management
- Attend all scheduled and ad-hoc meetings with clients.
- Manage client communications, reports, presentations, and ad-hoc information requests.
- Record, report, and propose corrective actions for client complaints in a timely and accurate manner.
- Provide efficient and professional responses to client inquiries and feedback.
- Serve as a point of contact for community members regarding fiber optic services and installations.
- Educate the public on fiber optic benefits and address concerns.
- Build and maintain positive relationships with residents, businesses, and government entities.
4. Performance Monitoring & Reporting
- Monitor fault escalations and ensure timely call-outs within Minimum Time To Repair (MTTR).
- Supervise and compile daily, weekly, and monthly performance reports from Site Engineers.
- Issue weekly fiber status reports.
- Monitor maintenance performance against departmental plans and KPIs.
- Report regularly to the COO on operational effectiveness, deviations, corrective actions, and future strategies.
5. Budgeting & Cost Control
- Assist the COO in preparing budgets for workforce, spare parts, tools, fuel, consumables, and specialized skills.
- Participate in pre-maintenance budget preparation, proposal writing, and price estimations.
- Manage and control Operations & Maintenance costs to meet or exceed profitability targets.
- Review and monitor team expenditures and resource utilization.
6. Inventory, Assets & Resource Management
- Control and account for spares, tools, materials, fuel, and equipment issued to Site Engineers.
- Receive and record faulty parts, prepare replacement proposals, and ensure approvals are obtained before issuance.
- Ensure replaced spares are safely stored for inspection and disposal.
- Ensure assigned tools and vehicles are properly used, maintained, organized, and returned after completion of activities.
7. Health, Safety & Compliance
- Ensure all teams use proper tools with correct instructions and adhere strictly to company health and safety policies.
- Support Site Engineers on health, safety, and working-environment matters.
- Ensure all maintenance activities are properly documented and maintained in compliance with company ISO policies.
8. Network Monitoring & Field Oversight
- Conduct regular patrols of fiber routes to identify damage, unauthorized access, or potential hazards.
- Monitor fiber optic cable conditions and associated infrastructure to ensure optimal performance and reliability.
- Coordinate with technical teams to schedule and execute maintenance and repair activities efficiently.
Qualifications & Experience Required
Degree or Advanced Diploma in Electronics & Telecommunications Engineering
