- Purpose of the Role
The Health and Care Programme Manager provides strategic leadership, technical oversight, and overall management of HAT’s Health and Care portfolio. The role ensures high-quality, inclusive, and person-centred health and care programming for older women and men and persons with disabilities, in line with HAT’s policies, values, and strategic frameworks.
The postholder is responsible for effective programme design, implementation, monitoring, evaluation, learning, and compliance with donor requirements. The role is a key member of the Senior Management Team (SMT) in Tanzania and contributes to organisational strategy, advocacy, and resource mobilisation.
- Scope of the Role
The position is based in Dar es Salaam, with frequent travel within Tanzania and occasional international travel.
The Health and Care Programme Manager will:
- Provide strategic leadership to HAT’s Health and Care programmes across development, humanitarian, and nexus contexts
- Strengthen programme quality, partnerships, accountability, and learning
- Scale up technical support to partners and networks
- Lead strategic fundraising and programme growth for the Health and Care portfolio
- Ensure all projects are implemented in compliance with organisational standards and donor requirements
- Key Responsibilities
- Strategic Leadership
- Lead the development and implementation of HAT’s Health and Care programme strategy in both development and humanitarian contexts
- Support the Head of Programmes and SMT in shaping the strategic direction and growth of the Health and Care portfolio
- Lead organisational learning and policy influence initiatives to promote healthy ageing, integrated care, and inclusive health systems
- Programme Design, Funding, and Management
- Identify strategic funding opportunities and lead concept notes and proposals development for the Health and Care portfolio
- Provide high-quality technical oversight and capacity strengthening support to implementing partners
- Oversee partner project coordinators to ensure delivery in line with grant agreements, objectives, timelines, and budgets
- Ensure effective financial oversight, including budget monitoring, expenditure tracking, and regular Budget vs Actual reviews with partners
- Ensure participatory, rights-based, and inclusive approaches are integrated into programme design and implementation, including Universal Health Coverage, humanitarian action, and older people’s voice
- Lead the preparation and submission of high-quality donors and internal reports
- Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Support the Health and Care Project Field Officer to operationalise MEAL systems aligned with departmental goals
- Use MEAL data to inform programme adaptation, decision-making, and strategic development
- Support operational and analytical research, documentation, and dissemination in collaboration with the Communications function
- Ensure accountability to older people, people with disabilities, and other stakeholders through effective feedback and complaints mechanisms
- Promote internal learning and engagement with national and global networks to profile HAT’s work
- Advocacy and Communications
- Engage government ministries, CSOs, OPAs, and OPDs in advancing HAT’s advocacy objectives
- Support SMT in ensuring advocacy is embedded in HAT’s Theory of Change and strategic planning
- Position HAT as a leading organisation on older people’s health and care in Tanzania
- Strengthening coherence between evidence, programmes, and advocacy at local, national, and global levels
- Emergency Preparedness and Response
- Support the Humanitarian Programme Manager to ensure health and care inclusion of older people in emergency preparedness and response
- Represent HAT in relevant coordination mechanisms at national and inter-agency levels during emergencies
- Safeguarding and Protection
The postholder is responsible for:
- Ensuring safeguarding and protection principles are fully integrated into Health and Care programmes
- Promoting staff, volunteer, and partner awareness and compliance with safeguarding policies
- Reporting safeguarding concerns through established mechanisms
- Reducing risks of harm and abuse through inclusive programme design and community engagement

- Qualifications, Competencies, and Experience
Education and Professional Qualifications
- Medical Doctor or Public Health Specialist with at least three (3) years of clinical or public health practice
- At least five (5) years’ experience in a senior management role within health and care programming
Essential Experience and Skills
- Minimum three (3) years’ professional experience living and working in Tanzania
- Strong experience in strategic programme planning, financial management, and donor compliance
- Proven ability to design and manage multi-thematic programmes at national level
- Demonstrated experience in proposal development and successful resource mobilisation
- Strong leadership, people management, and partnership-building skills
- Experience working with government ministries, donors, and development partners
- Excellent report writing and communication skills
- Strong understanding of MEAL systems and operational research
- Commitment to rights-based, gender-responsive, age- and disability-inclusive programming
- Willingness to travel extensively within Tanzania

- Experience working across disciplines and multi-sectoral teams
