Background/Context

The Foundation For Tomorrow (TFFT) is a dynamic and fast-growing non-governmental organization addressing vulnerability through education. TFFT provides orphaned and vulnerable children with access to quality education, healthcare, psychosocial support, and life skills programs. Additionally, it works to improve instruction quality and school management by training educators. TFFT believes lasting systemic change begins at the community level and has contributed to transforming Tanzania’s education landscape for over 18 years.

The newly completed Learning Centre expands TFFT’s commitment to students, teachers, families, and communities. Designed in partnership with local government and supporters, the Centre enhances TFFT’s programs, engages the community, and promotes lifelong learning.

To strengthen institutional capacity, TFFT will review its 2021-2025 Strategic Plan and develop a new 5-year Strategic Plan (2026-2030) with the guidance of a consultant.

Purpose of the Assignment

Develop a comprehensive Strategic Plan (2026-2030) and a MEAL (Monitoring, Evaluation, Accountability, and Learning) framework to guide priorities, decision-making, resource allocation, and performance measurement.

Objectives

  1. Assess TFFT’s current position, programs, and operating context.

  2. Engage internal and external stakeholders in shaping TFFT’s future direction.

  3. Define strategic goals, outcomes, and priority areas for 2026-2030.

  4. Develop a practical MEAL framework to track progress and impact.

Scope of Work

The consultant will lead the strategic planning process, ensuring inclusive participation and timely deliverables.

Phase 1: Inception Phase

  • Review past strategic plans, annual reports, evaluations, and Theories of Change.

  • Develop a detailed work plan and methodology.

  • Identify key stakeholders and engagement strategies.

  • Hold an inception meeting with TFFT leadership.

  • Submit an Inception Report (methodology, timeline, tools).

Phase 2: Situation Analysis

  • Assess TFFT’s performance under the 2021-2025 plan (achievements, challenges, lessons).

  • Review organizational capacity, governance, partnerships, and fundraising.

  • Analyze internal/external factors (SWOT, PESTLE, stakeholder mapping).

  • Conduct surveys, interviews, and focus groups with staff, board, partners, and stakeholders.

  • Examine sector trends and policy developments affecting TFFT.

Phase 3: Strategy Development

  • Facilitate participatory workshops with stakeholders.

  • Refine TFFT’s vision, mission, core values, and strategic priorities.

  • Define strategic objectives, outcomes, and indicators.

  • Align the Learning Centre’s development model with long-term goals.

  • Develop a Theory of Change (ToC) integrating all programs and the Learning Centre.

  • Propose implementation, resource mobilization, and government/community engagement strategies.

Phase 4: MEAL Framework Development

  • Design a MEAL Framework aligned with strategic objectives.

  • Define KPIs, data sources, tools, and reporting mechanisms.

  • Outline roles, responsibilities, and timelines for M&E activities.

Phase 5: Finalization and Validation

  • Present Draft Strategic Plan, ToC, and MEAL Framework for review.

  • Conduct a validation session with TFFT leadership and stakeholders.

  • Finalize and submit all documents, including an Executive Summary.

Deliverables

  1. Inception Report

  2. Situation Analysis Report

  3. Draft 5-Year Strategic Plan (2026-2030)

  4. Draft MEAL Framework

  5. Final Strategic Plan (with priorities, implementation plan, risk matrix)

  6. Final MEAL Framework (indicators, tools, data plan)

  7. Presentation and validation sessions

Timeline

  • 8 weeks, starting 1st September 2025.

  • Detailed schedule agreed upon during inception.

Required Qualifications (Consultant)

  • Experience in non-profit strategic planning.

  • Strong facilitation and stakeholder engagement skills.

  • Knowledge of M&E systems and frameworks.

  • Familiarity with East Africa/Tanzania context.

  • Excellent analytical and writing skills.

For Non-Tanzanian Applicants:

  • Must have legal standing to work in Tanzania (permits if required).

  • Subject to 15% withholding tax on fees.

Proposal Requirements

  1. Consultant’s Experience (examples of similar projects, CVs, references).

  2. Experience with Similar Clients (NGOs in Tanzania/East Africa working in education, child welfare).

  3. Methodology & Implementation Plan (tools, work plan, stakeholder engagement, budget in Excel).

Note: TFFT’s operations are concentrated in Arusha Region (Arusha City, Meru District, Usa River).

Budget & Payment

  • Max budget: USD 10,000 (VAT included).

  • Payments in tranches:

    • 20% after Inception Report approval.

    • 40% after draft Strategic Plan & MEAL Framework approval.

    • 40% after final deliverables approval.

  • Penalties:

    • 15% reduction for late submissions (beyond 2 weeks without justification).

    • Final payment withheld until all deliverables are approved.

Selection Criteria

  • 60% Proposal quality/relevance.

  • 40% Applicant’s background/experience.

Submission & Timeline

  • Proposals due: 10th August 2025 (email to Noah Kayanda, Managing Director: Noah@TheFoundationForTomorrow.org).

  • Rolling reviews; shortlisted candidates interviewed via video by 22nd August.

  • Final in-person interviews in Arusha by 27th August.
