DVV International works under the Deutscher Volkshochschul-Verband e.V. (DVV), the German Adult Education Association. DVV represents the interests of the approximately 900 adult education centres (Volkshochschulen) and is the largest further education providers in Germany. DVV International provides worldwide support for the establishment of sustainable structures for youth and adult education as part of lifelong learning for more than 50 years.
For its regional office East/ Horn of Africa in Tanzania, Dar es Salaam we are looking for a suitable candidate for the position Project Officer Reference Number: DVV/PO/022026
Job Summary
The Project Officer will work under the direct supervision of the Country Project Coordinator and under the leadership of the Regional Director East Africa/the Horn of Africa. His/her role will be to support DVV International in its activities in the field of non-formal adult education at the macro, meso and micro levels.
Responsibilities or duties
The Project Officer will be assigned for:
- Providing technical support to stakeholders at national, regional and district levels in the implementation and management of activities in the fields of adult literacy, technical and vocational education, non-formal and community education.
- Supporting government and non-governmental partners at national and decentralized levels in the implementation of the national ‘Integrated Community-Based Adult Education’ (ICBAE) programme.
- Support in the development of a multi-sectoral implementation strategy for non-formal youth and adult education.
- Being responsible for monitoring and evaluation, including the development of formats and tools for data collection and data analysis.
- Establishing and maintaining multisectoral networks in non-formal youth and adult education, particularly at national level.
- Support for the implementation of pilot community learning centres (CLC) at district level in Coast and Dar es Salaam region including the associated cross-sectoral coordination structures involving various stakeholders.
- Conducting regular supervision and monitoring visits to the CLCs, thereby supporting the ongoing monitoring and quality of project activities.
- Delivering training in the frame of youth and adult education, andragogy and ICBAE programme related training.
- Collaborating with the Advocacy and Communications Advisor on the implementation of the internal advocacy and communications strategy.
- Identifying topics and areas of research in the field of youth and adult education in Tanzania and in the East African region.
Project Management
- Support the Country Project Coordinator that all programme activities are developed and implemented in accordance with DVV International budget and guidelines.
- Conduct project monitoring and evaluation to measure achievements that can be effectively communicated to donors and key stakeholders and be used for advocacy purposes.
- Supporting tender processes from design to review.
- Supporting the development of proposals for various third funding donors.
- Support the planning and implementation of workshops, trainings and conferences, compiling reports of meetings, workshops, trainings, etc. and progress reports to donors.
Qualifications or requirements (e.g., education, skills)
Requested qualifications and skills:
- A university degree, preferably a Master’s, in Education or Social Sciences from a reputable university.
- Proven skills and competences in monitoring & evaluation, as well as in the development of formats and instruments for data collection and analysis.
- An understanding of strategies and issues relating to youth and adult education in Tanzania, regionally and globally.
- Knowledge of the key players in the field of youth and adult education in the country, combined with strong skills in building and maintaining multi-sectoral networks.
- Proven capacities in provision of training delivery, as well as working with government officials at the three implementation levels.
- Strong analytical and report writing skills as well as project management competencies.
- Excellent communication and writing skills in English and Kiswahili
