Global Communities is seeking a Monitoring, Evaluation, and Learning (MEL) Lead for the anticipated World Bank and Government of Tanzania Evidence-Based Parenting Models Addressing Gender-Based Violence (Bandebereho/Program P). This project is part of the larger Project for Advancing Gender Equality in Tanzania (PAMOJA), which has four main components: 1) Promoting Economic Opportunities for Women through Community-Based Models; 2) Strengthening Gender-Based Violence Prevention and Response Services; 3) Innovations and Partnerships; and 4) Project Management, Monitoring, and Evaluation. The objective of the 24-month assignment is to design, adapt, pilot, validate, and support the national rollout of a community-based social norms change and GBV prevention program in Tanzania Mainland, based on the Bandebereho model, a couples-based intervention successfully implemented in Rwanda. The assignment begins with intensive piloting in 2 districts before scaling progressively to a total of 15 councils across Mainland Tanzania.

The program is organized around four concurrent technical strands — Formative Research, Programs/Curriculum Adaptation, Training of Trainers, and Monitoring, Evaluation, and Learning (MEL) — which operate in parallel and in close coordination throughout the assignment.

Responsibilities:

The PAMOJA project maintains its own full Monitoring and Evaluation system and team. The MEL Lead’s role on this assignment is therefore primarily advisory and supportive: providing technical guidance on the key data points that should be captured to establish rigorous MEL approaches, and ensuring this guidance can be integrated into the PAMOJA Management Information System (MIS). The MEL Lead will also lead baseline and endline survey activities in the pilot district councils and embed an MEL module into the Training of Trainers curriculum so that district council-level staff can sustain data collection and learning practices beyond the life of the assignment.

Specific responsibilities include the following:

• Support the design of the full MEL framework and data collection tools for the Bandebereho program
• Lead the implementation of baseline surveys in the 2 pilot district councils
• Oversee data collection during the pilot, providing real-time quality assurance and troubleshooting data entry issues.
• Provide technical guidance as needed on how to collect endline surveys in pilot districts at the conclusion of the pilot period and analyze results to assess attitude change and inform adaptation.
• Design a module within the Training of Trainers curriculum on how changes can be effectively tracked, and how to maintain systems for continuous learning and adaptation at the district level.
• Advise as needed on MEL-related queries from the government team throughout scale-up.
• Coordinate closely with the Formative Research, Programs, and Training of Trainers strands to ensure MEL tools and guidance reflect the latest curriculum and training design.
• Provide technical review, as requested by the government, on project related documents including project reports and the National Prevention Protocol at the conclusion of the project

Required Qualifications:

• Bachelor’s degree in M&E, Economics, Statistics, ora related Social Science field.
• Minimum 5 years of experience designing and operating MEL systems for attitude change programs.
• Familiarity with project MIS architecture and DHS-aligned survey methodology.
• Undertaken at least two (2) similar projects (MEL for GBV/social development programs; experience with behavior change tracking and ethical GBV data systems) within the last 8 years.
• Experience working in Tanzania or other Sub-Saharan African contexts.
• Expertise in quantitative and qualitative methods, statistical software, and data visualization platforms (e.g.,CommCare, Power BI).
• Experience with the World Bank or other international donors, a plus.
• Strong English writing and presentation skills, with a record of technical briefs or publications.
