Job Title: WFP Volunteer – Finance (Manual & Online VAT Refund Claims Processing)
Type of Contract: WFP Volunteer (National)
Unit/Division: Finance
Duty Station (City, Country): Dar es Salaam, Tanzania
Duration: Up to 6 Months
Purpose of the Assignment
To support the Finance Unit in the efficient processing, tracking, and reconciliation of Value Added Tax (VAT) refund claims in compliance with Government of Tanzania procedures and organizational policies. The role contributes to timely recovery of VAT refunds through coordination with the Ministry of Foreign Affairs (MoFA) and the Tanzania Revenue Authority (TRA), strengthening financial accountability and operational efficiency.
Key Accountabilities/Responsibilities
- Under the direct supervision of Finance Associate and over overall guidance of Finance Officer, the WFP Volunteer will:
- Support the monitoring and recording of VAT claims, ensuring completeness, accuracy, and timely reconciliation.
- Retrieve and compile monthly tax invoices and supporting documents in line with submission requirements.
- Prepare and complete VAT claim forms and supporting documentation in triplicate for submission to the Ministry of Foreign Affairs (MoFA).
- Maintain an organized VAT claims tracking system/database to monitor status, timelines, and outstanding claims.
- Conduct regular follow-ups with MoFA to obtain VAT clearance documentation.
- Facilitate submission of cleared claims to the Tanzania Revenue Authority (TRA) and track progress of refunds.
- Assist in ensuring compliance with WFP financial procedures, and donor requirements related to VAT recovery.
- Support reconciliation of VAT receivables and provide updates for financial reporting.
- Identify delays, discrepancies, or bottlenecks in the VAT process and escalate as appropriate.
- Provide input and recommendations for the continuous improvement and updating of the VAT Standard Operating Procedures incorporating lessons learned and evolving regulatory requirements to strengthen efficiency and compliance.
- Provide general administrative and finance support as required by the unit.
Required Qualifications and Experience
- University degree (or final-year student/graduate) in Finance, Accounting, Business Administration, or related field.
- Basic knowledge of taxation systems, preferably VAT processes in Tanzania.
- Strong analytical and organizational skills with attention to detail.
- Proficiency in Microsoft Office (Excel, Word).
- Good communication and interpersonal skills.
- Ability to work diligently and meet deadlines.
- Prior experience in finance, accounting, or administrative roles is an added advantage.
