Job Summary

The WASH Blended Finance Manager will lead the implementation and development of Tanzania’s rural water blended-finance strategy, combining technical assistance and appropriate financing mechanisms to strengthen the sustainability of Community-Based Water Supply Organisations (CBWSOs).

The role focuses on improving the financial viability, operational performance, and long-term sustainability of rural water supply systems. The successful candidate will manage investment pipelines, assess financing opportunities, develop partnerships with financial institutions and government agencies, and support CBWSOs in becoming investment-ready and creditworthy.

The position also involves monitoring programme performance, strengthening institutional capacity, managing project budgets and personnel, and ensuring that financing arrangements improve reliable and affordable water services for rural communities.

Major Responsibilities

1. Blended-Finance Strategy and Programme Leadership (40%)

  • Lead implementation and periodic refinement of Tanzania’s rural water blended-finance strategy to strengthen CBWSO sustainability through technical assistance and financing.
  • Translate the strategy into annual operating plans, budgets, milestones, and measurable financing targets.
  • Align programme objectives with Tanzania’s rural water institutional framework and CBWSO professionalization priorities.
  • Provide technical leadership in designing and implementing blended-finance support for rural water operators to improve business operations and financial sustainability.
  • Manage the entire CBWSO investment pipeline, from preliminary screening to detailed assessment, in coordination with financial service partners.
  • Represent the organization in WASH sector working groups, investment forums, government meetings, donor meetings, and relevant conferences.
  • Support the establishment of sustainable preventive maintenance and asset-management systems.
  • Develop blended-finance models combining grants, public financing, commercial finance, concessional finance, guarantees, results-based financing, and private investment where appropriate.
  • Categorize CBWSOs as finance-ready, blended-finance candidates, investment-preparation candidates, or not-yet-ready, and reassess their status as performance improves.
  • Work with CBWSOs and engineers to identify investment needs, including water-source development, system rehabilitation, network expansion, household connections, storage, solarization, metering, non-revenue water reduction, and digital systems.
  • Ensure every investment has a credible technical scope, cost estimate, implementation plan, demand assessment, projected revenues, incremental operating and maintenance requirements, and measurable development outcomes.
  • Facilitate public-private partnerships where they provide appropriate and sustainable solutions for rural water services.
  • Build relationships with technology suppliers, contractors, operators, and other private-sector organizations.
  • Assess CBWSOs’ capacity to repay loans while maintaining affordable services for rural communities.
  • Support CBWSOs in becoming investment-ready and creditworthy.
  • Maintain programme and transaction-level risk registers covering credit, technical, construction, demand, governance, water resources, climate, tariffs, regulatory, environmental, social, and implementation risks.
  • Ensure risks are allocated to the parties best positioned to manage them.
  • Support the development of partnership agreements, financing arrangements, memoranda of understanding (MoUs), and implementation frameworks.

2. Monitoring, Evaluation and Learning (20%)

  • Establish a blended-finance performance dashboard that tracks financial results and service-delivery outcomes.
  • Use standardized CBWSO and investment indicators to monitor performance before and after financing.
  • Evaluate financing performance and identify opportunities to improve investment structures.
  • Ensure lessons learned from initial transactions inform subsequent financing arrangements.

3. Government, RUWASA Engagement and CBWSO Professionalization (20%)

  • Maintain strategic relationships with the Rural Water Supply and Sanitation Agency (RUWASA) at central, regional, and district levels, as well as with the Ministry of Water.
  • Strengthen monitoring of water-system functionality, service levels, water production, consumption, non-revenue water, operating costs, revenue, and overall system performance.
  • Ensure financing arrangements are legally permissible, institutionally supported, and consistent with sector policies.
  • Strengthen governance structures to improve accountability, transparency, and commercial discipline.
  • Promote digital technologies for water-system monitoring, customer management, billing, revenue collection, and operational decision-making.
  • Facilitate clarification of asset ownership, borrowing authority, tariff approval, performance monitoring, and government responsibilities.
  • Develop technical-assistance packages covering financial management, billing and collection, accounting, governance, procurement, asset management, preventive maintenance, business planning, digital systems, customer service, and performance reporting.

4. Institutional Capacity Building (10%)

  • Ensure projects address the needs of vulnerable groups, women, persons with disabilities, and underserved rural populations.
  • Develop training materials, guidelines, tools, and standard operating procedures for sustainable rural water-service management.
  • Build field staff capacity to assess CBWSO performance and provide technical assistance to improve business operations and sustainable service delivery.
  • Develop guidelines to ensure that new water systems are sustainably managed by well-performing CBWSOs.

5. Team and Budget Management (10%)
