Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. Responsibilities or duties
Performing the day-to-day activities and administrative processes for the clearance and transportation of medical and non-medical goods for a particular supply office (coordination or project level) according to MSF protocols and standards in order to ensure the optimal running of the mission/project.
Performing the day-to-day activities and administrative processes to ensure an efficient running of the clearance and transportation processes of medical and non-medical goods for a supply office (coordination or project) following the supply procedures according to MSF standards and protocols. Including the following activities:
- Managing and planning, in collaboration with the line Supervisor and the Warehouse Supervisor, the shipment of goods between the projects and/or from the capital to the projects, choosing the best possible means of transport.
- Being responsible for the reception of international freight and its forwarding to the field.
- Being responsible for all customs and administrative related issues.
- Regularly assessing the local transport market (companies, prices, services, delays, …), and proposing different third-party providers for validation.
- Performing delegated tasks according to his/her activity and as specified in his/her job description.
- Responsible for updating the importation guidelines, transport followup, whiteboard cargo followup update and cargo followup documents whenever there is any change on regular basis.
- Identify potential risks in transportation and customs processes and propose mitigation strategies.
- Responsible for providing all importation documents on time to CFAs, i.e AWB, BL, FGC, CM, PL, invoice, COA, COO, import permits, etc.
- Monitor customs declarations and clearance status to ensure cargo is released without unnecessary delays.
- Ensure customs duties, taxes, fees, and other applicable charges are properly assessed, approved, and processed.
- Obtain related quotations from transporters or clearing agents and creation of CBA whenever required based on validation table.
- Communicating in advance with field team on cargos shipped, sharing all related info/documents i.e ETD, ETA, truck details, driver contact, FM, PL, Donation Certificates, and updates all stakeholders regarding shipment status, delays, changes and required actions.
- In close collaboration with WHM and PSCM, coordinate and organize all movements to the field, ensuring truck sizes and time constraints.
- Ensure cargo is properly loaded, secured, and transported according to its characteristics and applicable regulations.
- Coordinate appropriate controls for dangerous goods, oversized cargo, heavy lifts, and other high-risk transportation activities.
- Monitor security and safety standards during transportation of medical and non-medical goods.
- Responsible for timely submission of invoices to supply coordinator for validation and ensuring pre-control.
- Prepare regular transport and customs reports.
- Monitor and report regularly to the line supervisor on key performance indicators such as: Transport cost, Customs clearance lead time, Customs-related delays, Demurrage and detention costs and identify opportunities for cost optimization.
- Support budgeting and forecasting for transportation and customs activities.
- Responsible for archiving all documents (both soft and hard copies) related to transport and customs. Making sure that all important documents are archived i.e shipment to projects, documents from authorities and contracts/FWA, MSF cargo files as per approved SOP.
Qualifications or requirements
Essential secondary education.
A Diploma or Bachelor’s Degree in Supply Chain Management, Logistics, Customs Administration, International Trade, or a related field would be considered an asset.
Experience needed
- At least 2 years’ experience in supply chain related jobs or in the logistics department.
- Knowledge of medical clearance processes and the related regulations/authorities.
- Experience navigating customs systems such as TANESW and knowledge of permit application from different authorities.
- Knowledge of processing Import Duty Exemption Certificates (IDEC) or tax waivers for humanitarian cargos.
- Experience within Tanzanian Customs and Forwarding Agent is an asset.
Knowledge
Essential computer literacy (word, excel, internet).
Languages
Essential mission working language and local language.
