Overview and Role Summary

Jhpiego seeks a Technical Director to provide technical leadership and project oversight for comprehensive malaria interventions in Tanzania (including Zanzibar). This role is part of the multi-country RISE project funded by the U.S. Department of State (DoS).

Primary Goal: Support the National Malaria Control Program (NMCP), the President’s Office, Regional Administration and Local Government (PO-RALG), and the Zanzibar Malaria Elimination Program (ZAMEP) to implement activities that reduce malaria morbidity and maternal and child mortality.

Reporting: Operates under the leadership of the RISE-Tanzania Chief of Party.

Location: Tanzania (will work with technical teams in regions/Zanzibar).

Key Technical Interventions

The Technical Director will oversee and provide expertise in the following areas of comprehensive malaria interventions:

  • Integrated Vector Management (IVM).
  • Malaria diagnosis, treatment, and preventive therapies.
  • Malaria in Pregnancy (MIP).
  • Routine distribution of Insecticide-Treated Nets (ITNs).
  • Surveillance monitoring and entomological monitoring.
  • Malaria case diagnosis, treatment, and prevention, including malaria vaccination.
  • Laboratory diagnostic capacity strengthening.

Core Responsibilities

  • Technical Leadership: Provide strategic direction and technical oversight for all project activities, ensuring integration, quality, and sustainability.
  • Quality Assurance: Establish and implement a system to ensure the technical quality and fidelity of project activities across target regions and districts.
  • Materials Development: Develop and/or update evidence-based training materials, standards, job aids, curricula, and supervisory systems.
  • Stakeholder Liaison: Serve as the technical liaison with the NMCP and maintain excellent relationships with the DoS, PMI, and in-country counterparts.
  • Capacity Building: Provide mentoring and capacity building in health systems strengthening, Maternal, Newborn and Child Health, and malaria control/treatment.
  • Monitoring & Evaluation (M&E): Work with M&E staff to track data/results, inform adjustments, and document successes and lessons learned.
  • Staff/Partner Management: Supervise technical staff and manage the technical contributions of subgrantees, including defining scopes of work.

Required Qualifications

Category Requirement
Education A clinical degree (doctor, nursing, midwifery) with a Master of Public Health (MPH) is required.
Malaria Experience At least 9-10 years’ experience implementing and/or providing technical assistance for malaria control/elimination projects.
Project Experience At least 8 years’ experience implementing and/or providing technical assistance to large, donor-funded multi-year international health sector projects (malaria prevention and control).
Context Demonstrated in-depth understanding of the healthcare system in Tanzania, particularly the public health system. Experience living and working in Tanzania is required.
Management Proven track record managing a project team composed of several technical experts and fostering teamwork.
Diplomacy Excellent diplomacy skills and proven ability to establish and maintain relationships with USG, PMI, host-country counterparts, NGOs, FBOs, CSOs, and the private sector.
USG Familiarity Familiarity with USG administrative, management and reporting procedures and systems.
Specialized Malaria Knowledge Must Include at least one of the following:
  • Malaria prevention, including MIP services (IPTp, malaria immunization).
  • Routine distribution of ITNs.
  • Malaria diagnosis (RDT and microscopy).
  • Malaria case management, particularly for pregnant women and children under five.
