About Palladium:

Palladium is a global company working to design, develop and deliver positive impact on the lives and livelihoods of people around the globe; broaden access to health, water, power, and infrastructure; build enduring, sustainable, and transformative institutions and market systems to address global challenges; and conserve the natural world. We operate in over 90 countries and have a workforce of 4,000 talented, motivated, and diverse staff of all religions, races, languages, and gender identities.

Programme Information:

The Women’s Integrated Sexual Health (WISH)-Dividend programme is FCDO’s flagship sexual and reproductive health and rights (SRHR) investment in Africa, with three components: WISH2, Policy and Systems (P&S), and Evidence and Learning. WISH P&S is a demand-led, problem-driven technical assistance (TA) programme supporting governments to tackle policy, financing, and institutional bottlenecks that constrain progress on human development, with a focus on demographic transition (DT) and SRHR outcomes. WISH P&S – delivered by Palladium and its consortium partners PRB, Engender Health, and BBC Media Action – works closely with FCDO Posts to agree its government-aligned TA priorities and delivers using problem-driven iterative adaptation, with a focus on testing, learning, and adapting.

Technical assistance goal and objective(s)

The overall goal of this TA is to strengthen the integration and routine use of population evidence within subnational planning and budgeting processes in at least two ways: (i) to generate service demand; and (ii) anticipate/project the impact of current demographic trends on desired outcomes (e.g., economic growth), identifying investments needed to influence those trajectories.

Objectives:

  • Map and understand LGA planning and budgeting processes, including key decision points, actors, and data requirements.
  • Identify practical and behavioural barriers limiting the use of population data in planning and budgeting decisions.
  • Design, test, and refine simple, actionable guidance that enables LGA planners to integrate demographic evidence into routine planning.

Key outputs/results expected

  • Documentation of pilot implementation, user feedback, and lessons learned.

Expected Outcomes:

  • Increased use of demographic data in planning and budgeting decision within pilot LGAs.
  • Improved consideration of population dynamics within resource allocation and service delivery planning.
  • Evidence on feasibility and effectiveness of integrating population evidence at subnational level to inform scale-up.
