Results for Development (R4D) is seeking a highly skilled Senior Program Officer to support its growing portfolio in health systems strengthening and health financing in Tanzania. The role focuses on delivering technical expertise, project management support, and stakeholder engagement across multiple initiatives aimed at improving public financial management (PFM), health financing systems, and subnational health system capacity.
The successful candidate will work closely with government institutions, development partners, donors, and local stakeholders to design and implement impactful solutions that strengthen health systems and improve resource allocation efficiency. This position requires a strong combination of technical knowledge, policy engagement skills, and practical experience in development programming within low- and middle-income country contexts.
Responsibilities or duties
- Support implementation of organizational and project activities within R4D’s health systems and health financing portfolio.
- Assist the Country Director in developing and maintaining strategic relationships with government institutions, donors, development partners, and civil society organizations.
- Collaborate with key government entities, including the Ministry of Health, Ministry of Finance, and PMO-RALG, on public financial management and health system strengthening initiatives.
- Facilitate collaboration between institutions to address PFM challenges and develop practical solutions.
- Represent R4D in meetings, technical discussions, and engagements with senior government officials and stakeholders.
- Present project findings, technical recommendations, and progress updates to partners and funders.
- Lead or contribute to the development of technical reports, policy briefs, and knowledge products.
- Conduct assessments and stakeholder consultations on budgeting, planning, and resource allocation processes.
- Develop tools, frameworks, and models to support evidence-based planning, budgeting, and forecasting.
- Provide technical input on health financing systems, PFM reforms, and service delivery planning.
- Develop implementation roadmaps, accountability frameworks, and monitoring and evaluation systems.
- Prepare and manage project work plans and ensure timely execution of activities.
- Monitor project performance indicators, outputs, and outcomes.
- Identify risks and implement mitigation strategies to ensure successful project delivery.
- Organize technical workshops, validation meetings, and capacity-building sessions.
- Support the institutionalization and government adoption of project outputs and systems.
- Promote knowledge sharing, learning, and collaboration within project teams and stakeholders.
- Contribute to proposal development and strategic growth initiatives.
- Identify emerging opportunities for partnerships and program expansion.
- Maintain strong relationships with funders, government stakeholders, and development partners.
- Translate policy priorities into actionable project concepts and implementation plans.
- Support thought leadership activities, including publications, presentations, and technical contributions.
- Foster a collaborative and high-performing team environment.
- Perform any other duties as assigned.
Qualifications or requirements
- Master’s Degree or higher in Public Health, Health Economics, Public Financial Management, Public Administration, or a related field.
- Minimum of 7 years of professional experience in Public Financial Management, Health Systems Strengthening, Health Financing, or related development sectors.
- Significant experience working in Tanzania is highly desirable.
- Strong expertise in public financial management systems, including budgeting, planning, and execution processes.
- Solid understanding of health financing systems, including insurance schemes, user fee systems, and resource allocation mechanisms.
- Experience in health systems strengthening, including governance, service delivery planning, and capacity building.
- Strong knowledge of data systems and tools such as DHIS2, PlanRep, and FFARS.
- Proven ability to analyze data and translate findings into actionable policy recommendations.
- Excellent written and verbal communication skills, including report writing and presentations.
- Strong stakeholder engagement and relationship management skills.
- Experience working with government officials, donors, and development partners.
- Ability to facilitate technical working groups, workshops, and capacity-building programs.
- Strong organizational and project management skills with ability to manage multiple priorities.
- Fluency in English and Kiswahili.
- Strong analytical, problem-solving, and strategic thinking abilities.
- Ability to work independently and collaboratively in complex environments.
