Position details
Position objective
To lead, design, and implement comprehensive training and development strategies that enhance employee skills, support career growth, and align with Tanzania Commercial Bank’s strategic objectives.
The role ensures continuous improvement of staff capabilities, leadership pipeline development, and a learning culture across the Bank.
Key responsibilities
1. Training strategy and planning
- Develop and implement the Bank’s Training and Development strategy in line with the corporate strategy.
- Conduct training needs assessments (TNA) across directorates to identify skills and competency gaps.
- Prepare annual training plans and budgets, ensuring cost-effectiveness and return on investment.
2. Learning and development implementation
- Design, coordinate, and monitor training programs (internal and external).
- Oversee development of training curricula, modules, e-learning platforms, and leadership development programs.
- Facilitate management and leadership development initiatives including mentorship, coaching, and succession planning.
- Ensure induction and orientation programs are effectively delivered to new hires.
3. Policy, compliance, and reporting
- Formulate and update training policies, guidelines, and procedures.
- Ensure compliance with Bank of Tanzania (BoT) requirements and regulatory standards related to staff training, including timely preparation and submission of training reports to BoT.
- Monitor, evaluate, and report training effectiveness and impact on business performance.
4. Stakeholder engagement and partnerships
- Liaise with internal stakeholders (EXCO and Chief Managers) to align training interventions with business priorities.
- Manage relationships with training providers, consultants, and professional institutions (e.g., ATE, BoT, IoDT, NBAA, HR societies).
- Represent the Bank in professional forums, workshops, and conferences.
5. Team leadership and capacity building
- Lead, mentor, and supervise the Training & Development team to achieve desk goals.
- Build a performance-driven culture within the unit.
- Drive innovation in training methods, including the use of digital learning platforms.
Qualifications, skills, and experience
- Master’s degree in Human Resources, Public Administration, Industrial Relations, Human Resource Planning, Human Resource Management, Sociology, Public Administration, Political Science, Commerce, or Business Administration majoring in Human Resource Management, or equivalent qualifications from a recognized institution with at least thirteen (13) years of related experience.
- Professional certifications in Training/L&D, Coaching, or HR (e.g., CIPD, SHRM, IHRM) are an added advantage.
- Ability to maintain good relationships and work in partnership.
- Good interpersonal skills.
- Strong influence and negotiation skills.
- Good communication skills.
- Ability to evaluate and research training.
