JOB DETAILS:

Founded in 1956, The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities – in more than 40 countries around the world. DRC has been implementing emergency response projects in Tanzania since the onset of the Burundi refugee crisis in 2015 in three refugee camps in the Kigoma Region at the border with Burundi. DRC’s integrated projects for refugees, asylum seekers and host communities comprise sectors such as Camp Coordination and Camp Management (CCCM), Protection (CBP, PSN, GBV, CP and Legal), Shelter and infrastructure, and Economic Recovery.

Overall purpose of the role:
The Child Protection Team Leader will lead the Child Protection programme in Nyarugusu or Nduta camp, have overall responsibility for programme activities, coordinate effective and efficient programme planning, be responsible for ensuring high quality MEAL across the CP programme, be responsible for management of CP activity budgets, provide line management and/or supervision to all technical CP staff, provide technical leadership to the CP programme including strategy development, represent DRC in all county-level coordination fora, and act as the primary local point of contact for donor engagement.

Main Responsibilities:
• Regular and timely updating of deliverable for all CP projects in the Grant Management System, ensuring the grants management filing system is maintained.
• Coordinate, compile, review and edit all project reporting (both internal and external), ensuring high quality and timely report submission in line with donor compliance requirements, managing monthly and quarterly Rolling Action Plans (RAPs), including with partners and sub-grantees where relevant.
• Organize and lead grant management meetings according to DRC grants management guidelines (kick-off, project closure meetings, review meetings, Project Steering Committee meetings etc.). Ensure that relevant grants management and donor regulations and requirements are adequately shared and understood by the programme and support teams, through trainings and mentorship for staff, including for partners and sub-grantees (e.g. in consortia)
• Support proper management of sub-grantees where relevant.
• Support the country office and field teams in the implementation of quality technical project activities including working closely with the MEL department in conducting monitoring and verification, gathering lessons learnt and community feedback, and strengthening accountability mechanisms.
• Assist the project manager design, proposal development, fundraising, project planning and implementation.
• Develop and maintain strong working relationships with stakeholders – Government,UNHCR and NGOs to enhance multi-agency and multi-sectoral cooperation and coordination.
• Strengthen DRC’s partnership with ReDSS through collaboration & mainstreaming of solutions approach in DRC’s programmes.
• Assist the SMT and E-SMT in organizing Quarterly Review Meetings, Annual Review meeting, and others as needed. Attend internal and external coordination meetings on behalf of the SMT as needed.
• Develop, design & implement a DRC specific advocacy agenda. Conduct periodic analysis on displacement related policies and advise programme teams
• Provide technical input on project related branding and visibility materials.
• Provide technical support to Protection teams including capacity building and support for activities, act as the country focal point on Protection programming including integration and mainstreaming, and adherence to Minimum Standards across all DRC Tanzania interventions.

Data collection and reporting
• Track indicators, maintain, update and analyse data on Child case management, physicosocial support, community based child protection, birth registration and indicator.
• With support from officers, prepare and submit timely and quality weekly, monthly, quality and other donor reports as per the donor requirements. Accountable to meet reporting deadline.
• Support and working closely with CP Information Management officer and M&E on program data collection, track indicators, maintain, update and analyse data on child protection activity and indicator.
• In collaboration with Protection coordinator, CP officer and M&E department, participate in GBV rapid assessment and/or other CP program related-assessment, and contribute to the CP overall intervention strategy based on feedback received from women, men, boys and girls throughout community mobilization and engagement.

Program management
• With support and the supervision of protection Coordinator, BID specialist and CP officers participate in all prevention budget planning; accountable for developing and maintaining work plans, spending and procurement plans, tracking expenditures and ensure all prevention activities are allowable and allocated according to DRC and donor compliance and regulations.
• Build the knowledge and skills of Prevention/outreach incentive social workers and community-based groups to be able to advocate, response and prevent GBV.
• Engaging with community activist and EMAP graduate to obtain the network and working relationship
• Approve supervise the CP team and approving recruitment of incentive.

Logistics Duties
• Take care of equipment’s and supplies for the job
• Ensure working equipment’s are in good condition and replenish/repairs when out of order
• Reports immediately any security incidence/issue detected in the DRC premises

Qualifications and Experience
• Have a university degree in international relations, social science, law, development or a relevant field.
• At least two years of professional experience in Advocacy, Protection or Programme support in humanitarian or development programming.
• Strong knowledge of project cycle management.
• Knowledge of donor rules, regulations, and procedures including but not limited to US and European donors, EU funding mechanisms, and UN agencies.
• Knowledge and experience in working with national government and devolved units.
• Knowledge of database use and management.
• Excellent writing and editing skills in English for external audiences (including governments and donors).
• Excellent interpersonal, written and verbal communication skills.
• Good personal organizational skills, including time management, team work, ability to meet deadlines and work under pressure with minimal supervision
• Experience in Tanzania programme is an added advantage

Education
Bachelor’s degree in international relations, social science, law, development or a relevant field.
