ROLE PURPOSE

  • The Project Officer (PO) will support the Project Coordinator on a multifaceted role that encompasses project implementation and operational support, playing a crucial part in the successful execution of the Melitta project. This position will involve a dedicated commitment to enhancing the project’s objectives by supporting comprehensive operational planning, logistical and administrative assistance throughout all stages of the project lifecycle.
  • The PO will be supporting in the development of detailed project plans, monitoring progress, and ensuring that all project milestones are met on time and within budget. Additionally, the role will involve facilitating communication among project stakeholders, organizing workshops and meetings, and maintaining accurate records of project activities and outcomes. Furthermore, the PO will assist in preparing reports and documentation, which are essential for tracking the project’s performance and provide support to the implementing partners’ team in the districts. The Project Officer is expected to contribute significantly to the overall success and impact of the Melitta Project.
  • As a staff member of a Child centered International development and humanitarian organisation, the Project officer will commit to comply with Plan Internationals standards and policies related to safeguarding and PSHEA (Preventing Sexual Harassment, exploitation and Abuse), Gender equality, inclusion and diversity. All Plan International staff are expected to uphold the organisation`s values and behaviours in every aspect.

DIMENSION OF THE ROLE

  • Project Planning: Maintain a detailed overview of all planned and live project work, timelines and milestones.
  • Support project implementation including quality assurance, reporting, oversight of M&E activities and communications in line with the project proposal and donor agreement;
  • Support in the identification and engagement of the input suppliers and other private sector companies involved in Coffee value chain in Tarime, Mara in close cooperation and coordination with the Project Coordinator;
  • Support delivery, monitoring and evaluation of all activities and related outputs as per Results Framework and Implementation Plan;
  • Risk Management: Actively support risk management, including identification and logging of risks according to company standard operating procedures. Maintain a relevant contextual understanding of projects.
  • Financial Management: Support the financial administration of projects, including managing invoicing processes, expenses reconciliation and budget management and reporting.
  • Procurement Planning: Support the project-level procurement planning, maintaining visibility of ongoing and upcoming procurements and updating procurement plan as needed.
  • Ensure all procurements follow internal policies and comply with relevant client regulations.
  • Written Deliverables: Contribute to report drafting, editing and formatting. Research support on specific projects.
  • Meetings and Events: Support scheduling and logistical arrangements for engagement and major events with project stakeholders, across the five projects’ operational districts councils.
  • Knowledge Management: Maintain project-specific digital knowledge management platforms. Maintaining streamlined and well-organized electronic project folders on SharePoint.
  • Compliance: Remain up to date on key donor’s compliance, and ensure any necessary approvals and/or waivers have been received.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Required experience and Qualifications

  • Bachelor’s degree in agribusiness, agriculture economics, agriculture, entrepreneurship, business administration, commerce, economics.
  • Minimum of at least three (3) years of relevant experience in the INGO environment.
  • Ability to work independently with minimal supervision
  • Demonstrated experience in the coordination of integrated multi-sectoral projects;
  • Solid work experience with development partners and local government required
  • Experience working in or closely with the private sector
  • Experience working in or closely with coffee farmers, AMCOS, WAMACU and researchers and regulatory boards of coffee husbandry and businesses
  • Experience of working with children and communities and managing child-related programs and projects would be an advantage
  • Knowledge of the Tanzanian context for local and international civil society.
