Under the supervision of the PropelA Project Manager, the Project Communications Officer will be responsible for leading and managing all communication activities of the PropelA project.

Responsibilities or duties

The Project Communications Officer will perform the following tasks:

    • Develop and implement the project’s communications strategy aligned with project goals, fostering strong public relations with relevant project audiences.
    • Prepare and execute the annual communication plan and budget.
    • Research, prepare, fact-check, edit, and produce professional, high-quality communication materials and stories demonstrating project impact, such as:
      • News articles
      • Social media posts
      • Press releases
      • Speeches
      • Presentations
    • Ensure all communication and marketing materials align with Swisscontact’s corporate and project branding guidelines.
    • Support the promotion of the project’s dual apprenticeship approach among construction sector stakeholders and public and private TVET stakeholders in Tanzania.
    • Liaise with communications and learning focal points in Tanzania, the regional office, and PropelA in Kenya to comply with regional communications directives, exchange best practices, and ensure alignment between projects.
    • Ensure project team members are aware of their communication responsibilities and are updated and involved in communication dissemination.
    • Organize events and visits for project stakeholders, donors, and project partners.
    • Represent Swisscontact at events and strengthen institutional reputation.
    • Ensure a strong media presence for the project.
    • Maintain strong relations with media outlets and facilitate the publication of project news.
    • Monitor project media coverage and maintain media archives for Swisscontact and PropelA.
    • Update the Swisscontact website and contribute content for social media channels, including:
      • LinkedIn
      • Instagram
      • Twitter
    • Develop and implement a social media plan to enhance the reputation of the apprenticeship model promoted by the project.
    • Contribute to Swisscontact Tanzania’s knowledge-sharing platform, including:
      • Contacts
      • Stakeholders
      • Best practices
      • Key communications products
      • Events
    • In close cooperation with the Learning Advisor, develop success stories and best practice documentation.
    • Support the development of other learning products for national and international audiences.
    • Maintain the digital media archive, including photos and videos.
    • Support effective management and sharing of knowledge internally and externally.
    • Integrate Swisscontact principles, including gender equality and inclusion of marginalised groups, into all internal and external communications.
    • Provide layout, editing, and proofreading support for donor-facing documents, including:
      • Reports
      • Presentations
      • Success stories
    • Advise project management on communication risks and opportunities.
    • Comply with Swisscontact’s rules and procedures, including the Code of Conduct (CoC), Country Manual, donor requirements, and the laws of Tanzania.
    • Perform additional tasks assigned by the Project Manager.

Qualifications or requirements

Applicants should have the following qualifications, experience, and competencies:

      • Bachelor’s degree in Public Relations, Mass Communications, Journalism, or related studies.
      • Demonstrated strong writing skills in English and Kiswahili.
      • Skilled in strategic communication planning and message development.
      • Excellent storytelling ability.
      • Digital communication proficiency, including use of Microsoft Office Programmes.
      • Structured mindset with attention to detail and ability to manage multiple priorities.
      • Strong interpersonal skills and ability to foster trust across teams, project partners, and the donor.

Experience needed

      • Minimum of 5 years of progressive experience in communications in a similar role.

    • Existing network in media and with stakeholders in the vocational skills development or construction sector is a distinct advantage.
    • Experience with graphic design, animation software, and video creation is a distinct advantage.
    • Previous experience in knowledge management and production of learning products is an advantage.
