Purpose and Background of Assignment:
As part of its five-year Country Strategic Plan (CSP, 2022-2027), WFP Tanzania is supporting the government of Tanzania to advance sustainable, inclusive, resilient, and healthy food systems for the people of Tanzania, by strengthening their livelihoods and rural development. This support highlights the critical role of women and youth smallholder farmers. The strategy is committed to empowering over 405,000 farmers during the CSP period, generating over USD 150 million of aggregated purchasing demand in the country.
To achieve this, WFP is implementing several programmes and projects focused on smallholder farmers including the five-year “Strengthening Food Systems to Empower Smallholder Farmers and Young People” Project, locally known as “Vijana KIlimo Biashara (VKB)”. VKB implementation is in its 3rd year of implementation where, as a requirement from the donor, an outcome monitoring has to be undertaken to assess the “Youth In Work” indicator which will inform to what extent youth are benefitting from the project. WFP therefore wishes to hire a consultant to conduct the youth in work outcome survey in Dodoma and Singida region where the VKB project was implemented in 2023, and to process/analyze the data and produce a survey report.
Under supervision of the head of RAM unit, the consultant will be responsible for undertaking an outcome monitoring survey to inform to what extent Youth In Work has been realized in the seven regions (namely Dodoma, Singida, Tabora, Shinyanga and Simiyu), based on the achievement of the project implementation that targeted 30,000 farmers of which 15,000 are youth in 2023. The consultant will work in coordination with the WFP teams and will supervise the data collection exercise to be handled by enumerator teams in targeted villages. The results of the survey will be presented to the global project coordination team and to the Mastercard Foundation who is the donor for the project in 8 countries including Tanzania.
Key Accountabilities and Responsibilities:
- Conduct desk review of the VKB programme and conduct meetings with programme officers and partner to understand the context.
- Revise the YIW survey tools jointly with the WFP M&E team.
- Work with field offices and partners on logistical arrangements for YIW data collection.
- Monitor the data being collected by the team of enumerators daily and advise on areas requiring adjustments.
- Perform data analysis and present preliminary results to the WFP team.
- Prepare the survey report.
- Prepare a presentation package on the survey results, and participant during results presentation to the global team and to the donor.
- Submit the survey data and report to WFP for future use.
- Advise on the overall approach to data management for the smallholder farmer support project and produce a database for compilation of implementation data from different projects and its dashboard.
- Perform any other task as may be assigned by the supervisor.
Desired Experience for Entry into the Role:
Education: PhD or Masters in Agricultural economics
Experience:
- Has at least five years of solid and relevant work experience in conducting agriculture and food security assessments.
- Has written reports or other publications in agriculture or food security.
- Having worked with WFP or other UN agencies on similar tasks.
Knowledge and Skills:
- Ability to work independently in a timely and organized manner.
- Excellent oral and written communication skills in English and Swahili.
- Excellent strategic thinking, conceptualization, and analytical skills.
- Excellent report writing skills.
Language:
Fluency (level C) in both oral and written communication in English and Swahili is mandatory.
