Background
SWISSAID is implementing a 3 yeas Extractive Industries Phase III project funded by FGC which builds on SWISSAID’s previous work in Tanzania’s extractive sector. Phase I addressed governance across mining, oil and gas, with a focus on transparency and safety in artisanal and small-scale mining (ASM).
Phase II (2023–2025) narrowed the intervention to ASM governance and safety, strengthening accountability demands and piloting practical improvements through model artisanal and small-scale gold mines.
Phase III (2026–2028) consolidates these achievements by focusing on the governance of the artisanal and small-scale gold mining (ASGM) sector, which generates up to 40% of Tanzania’s mining revenues. The project is implemented in partnership with Rafiki SDO and HakiRaslimali for technical field implementation, while strengthening community monitoring, transparency, traceability and inclusive governance.
It will also reinforce civil society networks, multi-stakeholder collaboration and targeted support to women miners’ cooperatives in Geita and Shinyanga, ensuring sustainability through local ownership and collaboration with local government authorities.
Purpose of the position
The Programme Coordinator is responsible for coordinating the day-to-day implementation, monitoring and reporting of SWISSAID’s Extractive Industry Project in Geita and Shinyanga, including coordination with partners implementing research, advocacy and policy-related activities based in Dar es Salaam.
Under the supervision of the Head of Programmes, the Coordinator will ensure timely and quality implementation of project activities in accordance with approved plans, budgets, donor requirements and SWISSAID policies.
The position will work closely with partners, communities, government authorities, civil society and other stakeholders to achieve project results.
Key duties and responsibilities
1. Project coordination and monitoring
- Coordinate implementation of project activities in Geita and Shinyanga according to approved work plans, budgets and timelines.
- Monitor project progress, results and indicators and identify implementation challenges requiring management attention.
- Conduct regular field monitoring visits and provide technical and implementation support to partners.
- Coordinate project planning, review and learning meetings.
- Document results, lessons learned, good practices and stories of change.
- Contribute to project evaluations, assessments and programme learning.
2. Partner coordination and capacity strengthening
- Maintain effective collaboration and regular communication with implementing partners Rafiki SDO and HakiRaslimali.
- Support partners in project planning, implementation, monitoring and reporting.
- Monitor implementation of partner agreements and follow up on agreed deliverables.
- Identify capacity gaps and support capacity strengthening of project partners.
- Ensure partners understand and comply with SWISSAID policies, procedures and relevant donor requirements.
3. Research, advocacy and stakeholder engagement
- Coordinate and support project-related research, advocacy and policy activities implemented by partners.
- Contribute field evidence, data and case studies for research, advocacy and policy engagement.
- Contribute to policy briefs, research products, presentations and other relevant publications.
- Build constructive relationships with local government, mining stakeholders, communities, CSOs and other relevant actors.
- Represent SWISSAID in project-related meetings and forums when delegated by the Head of Programmes and approved by Country Representative.
4. Financial monitoring and compliance
- Monitor project expenditure against approved budgets and work plans.
- Review partner fund requests and financial reports for completeness and consistency before submission for further review and approval.
- Work closely with Finance/Administration to ensure appropriate financial documentation and accountability.
- Support partners to understand and comply with financial procedures and donor requirements.
- Report significant budget deviations, financial irregularities or compliance concerns promptly to the Head of Programmes.
- Support project audits and follow-up of audit recommendations where applicable.
5. Reporting and programme development
- Prepare timely and quality monthly, quarterly, annual and donor project reports as required.
- Maintain proper project records and documentation.
- Provide regular implementation updates to the Head of Programmes.
- Contribute technical and field information to new project concepts, proposals and fundraising initiatives.
- Provide programme information, evidence and success stories for communication and donor engagement.
6. Gender, youth and cross-cutting issues
- Mainstream gender equality, youth participation, social inclusion, environmental sustainability and climate change considerations throughout project implementation.
- Promote meaningful participation of women, youth and affected communities.
- Ensure safeguarding, accountability and participation principles are respected during implementation.
7. Teamwork
- Work closely with the Head of Programmes, Country Representative, Finance/Administration and other SWISSAID Tanzania staff.
- Foster teamwork, constructive collaboration and a results-oriented working culture.
- Participate actively in programme planning, review and learning processes.
Qualifications and experience
- Bachelor’s degree in development studies, Natural Resource Management, Environmental Studies, Mining Engineering, Geographical Information Systems, Economics, Mining-related studies or another relevant field.
- Minimum 4 years of relevant professional experience in development project/programme coordination and implementation.
- Experience in extractive industries, artisanal and small-scale mining, natural resource governance, governance/accountability or community development is highly desirable.
- Experience coordinating partners, monitoring projects and preparing quality reports.
- Experience in budget monitoring and donor-funded projects is desirable.
- Strong stakeholder engagement, analytical, organisational and communication skills.
- Good written and spoken English and Kiswahili.
- Ability to work independently and travel regularly within project areas.
